Leland, NC 28451 March 6, 2006 DAK Americas LLC Cedar Creek Site is preparing its NPDES permit renewal application. Among the information that must be submitted is EPA Form 2C which requires extensive analytical work to characterize the effluent and stormwater discharged from the site. The Cedar Creek Site has a number of stormwater outfalls that only discharge stormwater and do not discharge any water in dry weather. DAK Americas requests permission to sample two outfalls: Outfall 001 which consists of stormwater from developed and undeveloped land throughout the plant property including the plant process areas and water from the cooling tower blowdown and Outfall 002 which consists of sanitary waste, treated process process waste from the utility wastewater, cooling tower blowdown, boiler blowdown, steam condensate and sanitary and treated process wastewater from DuPont Teijin Fi1msT"'. This outfall is currently permitted under NCS000389. DAK Americas requests that DENR add this outfall to the new permit and, if added to the new permit, then to revoke NCS000389. This would consolidate all stormwater outfalls and process wastewater outfalls into one permit. Cape Fear River No None. No discharge is produced for storm events less than four inches. Cape Fear River No None Extensive sampling was conducted for all outfalls and submitted with the permit renewal application in 1992. Outfalls A through G indicated low levels or less than detectable amounts of pollutants. Based on this documentation, the State decided that stormwater sampling would only be required from Outfall 001. For ease of accessibility, this sample is taken from the manhole designated SW-1, which is immediately upstream from Outfall 001.
