Dear Mr. Womble:
Attached with this letter is a copy of the Draft NPDES permit renewal for your facility. Please review
this draft carefully to ensure thorough understanding of the requirements and conditions it contains. We
understand from correspondence with Town staff that the WWTP completed improvements to install a
new bar screen and grit removal system and to repair the walls of the chlorine contact chamber. Those
appear to be the only major changes since your previous permit renewal. There are a few changes in the
draft attached here from the existing permit. These changes are summarized below.
• Regulatory Citations-Language has been added where necessary in the permit to provide regulatory
citations for permit requirements.
• Electronic Reporting-Permit language has been modified to be consistent with the finalization of
federal requirements for electronic reporting.
• Effluent Limits—Your 2017 permit had mistakenly noted Daily Maximum limits for a number of
parameters. This should not have changed from the Weekly Average limits in previous permits. This
draft has corrected this to Weekly Average Limits.
• Nutrient Reopener Language—This language has been updated in the permit.
• Map Updates—The permit map has been updated. One note is the latitude and longitude in the map
legend. These have been corrected to match the outfall location on the map. The previous
coordinates in the legend appear to have been nearer to Bay Tree Lake just east of White Lake. We
believe that we have the location corrected now,but if you want to verify that for us,we can make
any corrections needed.
The NPDES standard conditions(Parts II,III,and IV)that are a part of the permit are not included in this
draft document(cover,map, and Part I).The conditions are the same as in your current permit. The latest

Concurrent with this notification the Division is publishing a notice in a newspaper having general
circulation in the Bladen County area soliciting public comments on this draft permit and your
requirement to complete a pretreatment program under 15A NCAC 02H.0906. Please provide any
written comments you may have to me no later than 30 days after receipt of this draft permit
Following the 30-day public comment period,the Division will review all pertinent comments and take
appropriate action prior to issuing a final permit. If you have questions concerning this draft permit,
