Project Description —The project consists of replacing Bridge #137 over Pine Hill Branch on
SR 2351 (Bethel -South Pork Road) and improving roadway approaches. The existing 17' L X
20' W single span bridge with timber deck on timber joists has a sufficiency rating of 21.5 and
will be replaced with a new, single span 80' L X 30'W, box beam bridge at the same location.
An off -site detour will be utilized during construction. The project involves no wetland impacts
(there are no wetlands on the project site), 40 linear feet of temporary stream impacts that are
necessary for a temporary work pad in order to remove the existing concrete footings. There are
no deck drains on the bridge; instead, stormwater runoff will be captured and discharged into a
rip -rap dissipator pad in a non -buffer area at non - erosive velocities. Proposed Riparian Buffer

impacts include 4,483 square feet in Zone 1 and 2,429 square feet in Zone 2 to accommodate
the wider span bridge and the necessary fill slopes. A review was conducted for the presence of
threatened and endangered species; there are no listed species within Alamance County that
have federal status. The Bald Eagle is protected in every county in North Carolina under the
Bald and Gold Eagle Protection Act; however, no suitable feeding/water source is located within
one mile of the project study area to support Bald Eagle habitat.

SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
Review of HPO quad maps, HPO GIS information, historic designations roster, and indexes was
undertaken on June 19, 2012. Based on this review, there are no existing NR, SL, LD, DE, or SS
properties in the Area of Potential Effects, which is 75' from the centerline each way and 300' from each
end of the bridge. In the northwest quadrant of the crossing is a one -story house built in 1995 (8617
Bethel South Fork Rd). Google. Maps Street View confirms that there are no other structures within the
APE. There are no National Register listed or eligible properties within the APE, and no survey is
required. In addition, Bridge No. 137 is not NR eligible based on the NCDOT Historic Bridge Inventory.
If design plans change, additional review will be required.
Brief Explanation of why the available information provides a reliable hasis far reasonably predicting
that there are no unidentiji'ed historic properties in the APE:
HPO quad maps and GIS information recording NR, SL, LD, DE, and SS properties for the Alamance
County survey, Alamance County GIS/Tax Information, and Google Maps are considered valid for the
purposes of determining the likelihood of historic resources being present. There are Ito National Register
listed or eligible properties within the APE and no survey is required.
