Dear Mr. Ridings:
URS, on behalf of the City of Raleigh, is submitting this letter to inform your agency of a permit
plan revision for the 401 Water Quality Certification and Neuse Buffer Authorization issued on
January 7, 2014 for the Buck Jones Road widening and culvert replacement project (see enclosed
plan).
Upon final review of the stormwater management plan, it was determined that a designed scour
hole at the end of a 24-inch stormwater pipe would be insufficient to retain runoff flow and
reduce flow velocity prior to draining into the UT to Walnut Creek. Overflow from the scour
hole could lead to eventual bank erosion. To avoid adverse impacts associated with this potential
erosion, the design has been modified to replace the scour hole with a four-foot base ditch with
Class 1 riprap (see lower left hand corner of the enclosed plan). A floodplain interceptor
structure to dissipate the stormwater flow energy prior to draining into the stream would be
installed at the base of the drainage ditch (see enclosed NCDOT typical).
All construction will occur outside of the stream channel and no additional stream impacts are
proposed.The construction of the drainage ditch would add additional Neuse Buffer impacts.
However, these impacts would continue to be below 1/3 acre (revised total temporary and
permanent impacts to Zone 1 and Zone 2 - 14,220 sq. feet).
