Dear Mr. Lawyer: On May 1 Oth, 2022, at approximately 2:25pm Justin Spencer of Enviva Pellets Hamlet provided initial notification by phone to Michael Lawyer of the Fayetteville Regional Office of the North Carolina Division of Environmental Quality (NCDEQ) of a possible non- stormwater discharge from Outfall 001. Pursuant to General Permit No. NCG210000 Section E-9a (Twenty-four Hour Reporting), Enviva Pellets Hamlet, is also required to provide a notification within 5 days after the initial 24-hr notification and include the following information: (A) description of event and its cause, (B) duration of event with date and time, (C) if the event has been corrected or expected timeframe to correct the event, and (D) steps taken or planned to reduce, eliminate and prevent a reoccurrence. A. On May 9th 2022, at approximately 5pm, an Enviva employee observed process water entering the stormwater ditch on the northwest side of the property. The process water in the stormwater ditch emptied to the detention basin, which collects stormwater from the facility -wide drainage system, and discharged through Outfall 001. The process water originated from the wet electrostatic precipitator (WESP) blowdown water concrete holding basin. Under normal operation, the WESP blowdown water is added to the furnace fuel to increase moisture to prevent premature ignition of the fuel when entering the furnace. To ensure compliance with General Permit No. NCG210000, Enviva contacted NCDEQ on Tuesday May 1 Oth to verbally report the incident within the required 24-hour timeframe. B. Enviva is not certain of the duration of the discharge. C. In response to process water entering the stormwater ditch, Outfall 001 was temporarily plugged and the application of blowdown water to the furnace fuel pile was stopped to prevent any potential discharge to the stormwater ditches. Inspection of the detention basin is underway. D. In response to this event, the volume of blowdown water added to the fuel pile will be limited and closely monitored. During blowdown periods, a visual inspection will occur every six hours. Outfall 001 will remain plugged until Enviva can observe the new procedures.
