Please find below Seqirus's response to your request for additional information and application revision in
your letter dated April 19, 2022.
A. Application (RWS-R 02-21):
1. Section VII—Related Permits was left blank. Is Seqirus no longer receiving reclaimed water from
Utley Creek WWTP(WQ0032289)?
Seqirus response: Seqirus has modified Section VII—Related Permits to include the Utley Creek WWTP
(WQ0032289).
2. Section IX— Utilization Fields was left blank. Is Seqirus no longer irrigating reclaimed water?It
is also unclear whether Seqirus will continue to utilize reclaimed water for cooling tower make-up
and boiler wash down. Please clarify the onsite conjunctive uses of reclaimed water.
Seqirus response: Seqirus was using reclaimed water to irrigate fields of new sod. In 2021,newly installed
sod was irrigated using reclaimed water; however,this grass has taken root and no longer requires irrigation.
Seqirus has no areas of new sod that will be irrigated. Seqirus discontinued use of reclaimed water in the
cooling tower and boiler wash down due to excessive organic growth in these systems. The cooling towers
have been physically disconnected from the reclaimed system via a spool piece. Currently,there are no plans
to use reclaimed water on-site; however, Seqirus wishes to maintain the permit.
3. Attachment I—Compliance Schedules listed that the existing permit does not have any conditions
listed in Section I of the permit dated March 21, 2017. The existing permit included a schedule
related to the permitted modification. Please revise the application accordingly.

permit includes a schedule related to the permitted modification.

B. Attachment I—Compliance Schedules:
1. The existing permit dated March 21, 2017 included a modification to increase the irrigation area
by 1.30 acres for a total of 24.85 acres of conjunctive reclaimed water irrigation area. Condition
I.1. of the permit required that an engineering certification be provided to certify that the 1.30 acre
modification was installed in accordance with the permit. Our office does not have record of the
engineering certification being submitted to satisfy Condition 1.1. Has the modification been
constructed?If so,please provide a copy of the engineering certification for our records.
Seqirus response: The 1.30-acre modification was constructed. Seqirus cannot locate a signed and stamped
copy of the engineering certification for the installation. We have contacted the Town of Holly Springs to
obtain a copy; however,their reclaimed water division is currently understaffed and they are unable to
provide a copy. We contacted the engineering firm that developed the signed and stamped construction
design plans; however,they do not have a signed and stamped copy of the engineering certification for the
installation either. Seqirus has requested that this same engineering firm visit the site to review this
constructed reclaimed water system irrigation area, and sign and stamp the engineering certification.Upon
receipt of this signed and stamped installation certification, Seqirus will forward it on to you.
