The evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit WQ0005371. The primary ORC, Dan Fortin, was present during the inspection and was very helpful providing assistance throughout the inspection. The facility consists of: • 10,000 gallon aerated flow EQ tank with grinder pumps • Flow spitter box • Dual 25,000 gallon aeration tanks • Dual 4,765 gallon clarifiers • Dual tertiary filters • 2,700 gallon clear well and 2,890 gallon mud well • Dual aerated sludge digester tanks • Dual tablet type disinfection chlorinators • 8,500 gallon dosing tank • Disposal via dual 80 foot diameter rotary distributors with stationary low pressure piping network and washed stone infiltration system within rotary walls According to the monitoring reports, the plant has been treating an average of approximately 4,200 gpd for the last few months, the permitted flow is 50,000 gpd. One NOV was issued for effluent fecal exceedances in February 2022 and one NOV and civil penalty was issued for ammonia in January 2022. They were in the process of shutting down one side of the plant and were trying to establish the mixed liquor. Effluent has been in compliance since. Prior to these exceedances monitoring records have generally shown consistent compliance with permit limits. Groundwater monitoring has been generally compliant except for some erratic TDS exceedances which are common in the barrier island environment. Nitrates in monitoring wells are consistently compliant, despite higher nitrates levels in the effluent (the plant is not designed to denitrify and does not have a total nitrate effluent limit). The facility is deemed compliant with the non -discharge permit WQ0005173.
