The purpose of this meeting was for the City to determine if additional low interest SRF funding would be available for the WWTP effluent pumping station, pipeline, and diffuser for the Neuse River discharge, and if less stringent effluent limits could be established for the Slocum Creek discharge in the interim while a new "regional" WWTP is planned and constructed, since the timetable for these facilities has accelerated due to the expansion of the Cherry Point Marine Corps Air Station. 2. B&V reviewed two major changes in the situation since the 201 Facilities Plan was prepared a year ago for the WWTP expansion. First, significant development projects have been presented to the City's planning department for new housing and associated facilities in response to the anticipated expansion of Cherry Point. The developments were proposed after the City had established the projected population given in the 201 Facilities Plan. At this time a total of 1,280 units are in the planning process for completion by 1998, plus 1,650 units have been proposed by 2000. This equates to approximately 9,300 people and would result in an increase in wastewater generation of over 1.0 mgd. This flow added to the present average flow of 1.15 mgd means that the permitted capacity of the WWTP would be reached in 2000 and not 2005 as previously anticipated. The effluent discharge would have to be relocated from Slocum Creek to the Neuse River (Phase 2 of the recommended alternative) sooner than provided for in the 201 Facilities Plan. In addition, the City is beginning the master planning process to consider a new "regional" wastewater treatment facility for start-up when the capacity of the present treatment plant is reached. Second, the DEM has recently proposed more stringent discharge limits for the Neuse River. The proposed effluent limit for total phosphorous has been reduced from 2.0 mg/L to 1.0 mg/L, and total nitrogen which formerly had no limit now has a proposed limit of 6.0 mg/L. These stricter limits will require chemical BLACK & VEATCH CONFERENCE MEMORANDUM City of Havelock, NC Wastewater System Expansion Potential SRF Funding Page 2 B&V Project 18354.210 March 20, 1995 precipitation of phosphorous and denitrification for effluent discharge, the same as is required for discharge to Slocum Creek. These new proposed limits mean that Alternative 4 in the 201 Facilities Plan is not feasible, leaving only the selected alternative (upgrade of existing treatment processes) or land appl ication. 3. DEM indicated that the City should apply for a new permit for discharge to the Neuse River. This permit would have two sets of limits and two flow rates covering both an interim Phase 1 discharge to Slocum Creek and long-term Phase 2 discharge to the Neuse River. It would also stipulate a date certain to change over from discharging into'the creek to the river. DEM is agreeable to a discharge of 2.25 mgd into Slocum Creek at the current 1.5 mgd effluent limits as long as the City is proceeding with work on a new "regional" WWTP. This consolidated facility should consider treatment of wastewater generated from the Trent River to Havelock. 4. Continuing with the 1.5 mgd effluent limits for discharge into Slocum Creek means that denitrification filters would not necessarily be needed in the existing plant expansion project. Construction of a denitrification system (either filters or biological nutrient removal, BNR) would be included at the new "regional" treatment plant. If denitrification filters are not provided at the present plant and it continues in service into the future, the denitrification facilities at the new plant would have to be sized large enough to handle all wastewater flows. 5. The City will need to submit an amended 201 Facilities Plan and an environmental assessment for the Neuse River diffuser and pipeline. Then the permit application can be submitted. The application should request the ultimate discharge flow projected for the existing plus "regional" treatment plants. • 6. DEM indicated that there should be additional SRF funding available, depending on Congress' reauthorization of the Clean Water Act and the actions of the State legislature. Funding won't be held for the City unless they are progressing with the project. The possibility exists that the monies for the current project could be increased to include the effluent pumping station, pipeline, and diffuser for the Neuse River discharge (Phase 2) at a low interest rate. The longest period suggested by DEM for tying up funds for the City was two years, and this is only if BLACK & VEATCH CONFERENCE MEMORANDUM City of Havelock, NC Wastewater System Expansion Potential SRF Funding Page 3 B&V Project 18354.210 March 20, 1995 plans are in progress for the Neuse River discharge and/or a "regional" facility. 7. Black & Veatch estimated that six months would be needed to prepare the facilities plan and EA, including a public hearing. The plan should address the change in population projection, look at expansion at the present site, identify potential sites for a new plant, and give the specific location of the discharge into the River. DEM agreed to this timetable. 8. DEM is meeting soon with the Navy, and the City agreed to provide a location map of the existing plant and surrounding area so that DEM could inquire about available parcels owned by the Navy for a possible expansion of the existing WWTP or parcels which may be available for a new "regional" facility. 9. The City reported that they met earlier in the week with representatives of the State and Federal government regarding the potential expansion of Cherry Point. A final decision is due in July. This information should be available in time to make a final decision on accelerating the project schedule.
