Rex Gleason FROM: J. Thurman Horne,- 7 - SUBJECT: Request for Revi d NPDES Permit Effluent Limits City of Lenoir Wastewater Treatment Plant NPDES Permit No. NC 0023981 Caldwell County, N. C. As per our telephone conversation, I have enclosed a copy of a waste load allocation request and a request for revised permit effluent limitations, submitted by the City's engineer to this Office. I have also enclosed a copy of a memorandum from Rex Gleason dated July 15, 1981. Please review this request and advise this Office of your recommendations and, if appropriate, the suggested revised effluent limitations. The request for revised limits was based upon operating data which illustrate that effluent ammonia nitrogen concentrations are far below permit limits of 13 milligrams per liter. Day to day operation of the Lower Creek plant is such that the five day BOD of the effluent is generally less than 30 milligrams per liter, although frequently above the 23 milligrams per liter permit condition. Thus, by making compensating adjustments to increase allowable BOD to 30 milligrams per liter and reduce ammonia nitrogen to 11.25 milligrams per liter, more routine compliance with permit standards would be attained. On behalf of the City, we would appreciate your review of this request and any guidance you could furnish to assist us. TRIPLETT 30° The City of Lenoir operates the Lower Creek Wastewater Treatment Facility under NPDES Permit Number NC-0023981. This permit contains effluent limitations for biochemical oxygen demand and ammonia nitrogen of 23 mg/1 and 13 mg/1, respectively. .According to our understanding of the methodology used to establish these two parameters, application of these limits would result in an ultimate oxygen demand on the receiving stream of 75 mg/1. The Lower Creek Wastewater Treatment Facility consistently produces an effluent having ammonia concentration significantly below the permit conditions. There- fore, we respectfully request that the monthly average limitscontained in NPDES Permit NC-0023981 for biochemical oxygen demand and ammonia nitrogen be changed to 30 mg/1 and 11.25 mg/1, respectively. Maximum weekly averages limits would also be adjusted accordingly. The City of Lenoir has extensive analytical data confirming that the above limits can be consistently met by the Lower Creek Wastewater Treatment Facility. Rex Gleason SUBJECT: Waste Load Allocation for Lenoir's Lower Creek Wastewater Treatment Plant Permit No. NC 0023981 Caldwell County, North Carolina The City of Lenoir has made a request to this Office for modification of their Permit effluent limitations for BOD and Ammonia at their Lower Creek Wastewater Treatment Plant. The City has requested that the BOD limitation be changed to 30 mg/l. It would appear that the modification could be accomplished by decreasing the portion of the UOD assigned as NH3 as N.
