The existing property is a 0.72 acre parcel that is partially developed with an existing 3 bedroom residence, septic system, shed and parking. The general land use in the vicinity is
residential and commercial properties. The property located directly across the street from the Ocracoke School.

The purpose is to construct a 3 bedroom residence on the property in an area of 404 wetlands and small upland hummocks.
The proposed driveway and house will impact 0.04 acres of 404 wetlands as part of the project.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
The proposed driveway and house construction will impact 0.04 acres of 404 wetlands. The house will be constructed on pilings with parking underneath to limit wetland impacts. The
remaining parking and septic system will be installed in the larger upland area at the front of the property. Indirect impacts will include some surface runoff during construction before new
fill material can be stabilized with new vegetation. Silt fence will be installed at the fill limits to prevent additional wetland impacts during construction. Equipment to be used includes small
tractor and backhoe for driveway and wastewater system installation.

1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Several design options have been evaluated to try avoid and minimize wetland impacts. Two different designs with all the required parking adjacent to
the house resulted in wetlands impacts of 2,330 and 2,840 square feet of wetland impacts. A third alternative design with one parking space undemeath
the proposed house and two additional spaces located on the larger upland area at the front of the property resulted in wetland impacts of 1,905 square
feet. The third option was chosen for this permit application to help avoid and minimize wetland impacts.
lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Measures to avoid and minimize wetland impacts through construction techniques include a pile supported house with parking undemeath. The
driveway width will be constructed at a minimum width of 10 feet and the additional two parking spaces will be constructed away from the house in the
available upland area.
