Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The project site consists of degraded streams that are incised, have significant bank erosion, and lack a sufficient riparian buffer. Additionally, cattle have traditionally had unrestricted access to the stream channels. Land use in the vicinity of the project is rural residential and agricultural. Explain the purpose of the proposed project:* The purpose of this project is to stabilize approximately 2,600 linear feet of unstable streambanks on an unnamed tributary (UT) to the Second Broad River and small UT to the UT Second Broad River. Natural channel design techniques including log j-hooks, log vanes, boulderj-hooks, bank grading to a stable slope, brush toe revetments, rock toe revetments, and a permanent native woody riparian buffer will be installed for long-term stability. Cattle will be fenced out of the stream corridor to improve water quality and protect the stabilized streambanks. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * Tracked excavators will be used to grade stream banks, install in - stream structures and bank revetments, and perform general site grading. Skid steers and dump trucks will also be used to move earth and materials. Graded streambanks will be stabilized with biodegradable coir matting and/or vegetated sod transplants. Construction crews will divert the majority of baseflow around the work areas by constructing a temporary gravel/cobble diversion. Any offline sections of stream channel will be built in the dry and stabilized before diverting water into the new channel. A qualified stream restoration contractor will be doing the grading work. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Stream restoration is needed to achieve ecological objectives and enhance water quality within the project reach and areas downstream. Impacts will be minimized by maintaining as much as possible the existing stream channel and any existing natural riparian buffer. Impacts will be acute and short-term, but will result in long-term benefits to aquatic resources. lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Disturbance will be minimized to the extent possible. Work will be conducted from the stream banks to limit channel disturbance. A pump - around operation will be utilized when working in the smaller UT. Due to the size of the main stem UT to Second Broad watershed, it is not feasible to pump around the baseflow on this reach. When installing in -stream structures, construction crews will divert the baseflow around the work areas by constructing a temporary gravel/cobble diversion. All instream work shall be conducted so that the flowing stream does not come in contact with the disturbed area. The stream channel will not be used as a construction access route. Any offline sections of stream channel will be built in the dry and stabilized before diverting water into the new channel. Channel banks will be stabilized with seeding, straw, and biodegradable coir matting and/or vegetation transplants and planted with a permanent woody buffer during the appropriate planting season See plans for additional details. 2.
