This is still an ongoing permit application issue. I attached an email from Pat Donovan -Brandenburg with Jacksonville
Stormwater. We have documented concerns over an unpermitted crossing of a wetland feature that needs to be
addressed. I would like to meet with your office to discuss this project in detail, the clock is running away on this project
and it is a doozy. I can be available anytime next week, I have all of the materials handy for us to go over.

Good morning,
I was wondering if you have an update on this project. I'm not sure which culverts in particular you're talking about
either. Would you be able to point them out on an aerial map or something? Also, I think I understand the point of not
letting people just build stormwater ponds in the middle of wetland, but I wouldn't think that concept would apply to
this project. It's a wetlands finger that we would want to either remove in the manner shown on the plans, or just fill in
order to build parking lots for commercial frontage on the highway.

hold. I am coordinating to with the Army Corps of Engineers (Jordan Jessup) to work through a few
issues with this project. Until I can get answers from the Corps I will not be able to process this 401
request. One of the issues that I am trying to sort out is the stormwater basin that is located in a
wetland, as I understand this is prohibited under the NW 29. I am reaching out to the Corps to clarify.
We will also discuss the cumulative impacts of all of the sub -divisions within the Vineyards project. The
existing culverts on the Windsor Run, Twisted Vine and Secret Garden do not, to my understanding have
any previous permits associated with them and are currently failing. Will these culverts be removed and
the streams restored or will they become part of a new crossing and new culverts installed? The
Division of Water Resources (DWR) has additional questions regarding the proposed development and
has determined that additional information will be necessary to complete the review of your permit
application. The application is on hold until all of the following information has been received by
our office.

I have a question or need your advice.
So Tony had Andy and I on site last week asking us to give direction on exactly what was needed to be done to clear the
stream where they had crossed twice.
See the attached pictures,
I know there is an issue here, the water in the pocket wetland is backing up and no water is getting thru the small pipe
to the wetlands on the other side.
What do I direct him to do here? Put in a bigger pipe? If so, how big? Dig down to make sure the elevations are equal
on both sides of the pipe? Dig out the buildup of sediment on the right or upper/higher side? Or all of these?
What would you suggest?
