Sue: You are correct, the proposed project involves replacement of an existing deteriorated culvert. The replacement culvert pipe will be the same diameter (48") and length (88 LF) as the existing pipe. The footage reported in the application (94 LF) included the pipe itself plus a concrete endwall on each end of the pipe. The existing pipe does not have endwalls, so the differential length (6 LF) would be a new permanent impact. Let us know if you need anything additional. If so, then I believe it would be covered under the NWP3, and doesn't need the NWP 58 that you listed on the ePCN. • You listed the impacts as 94 ft in length, but based on the other recently project we discussed, I believe this may be the total length of the stream including what's in the existing pipe. Can you clarify if there will be any NEW, PERMANENT impacts. This would include if you are lengthening the pipe for safer shoulders/sidewalks or new riprap dissipater at the outlet? If so, can you specify what that NEW, PERMANENT, length would be. We don't count the stream that's in the pipe now as impact length. • If the above assumptions are correct, then it would appear that the project would be able to meet the conditions of General Certification #4239 and wouldn't trigger any of the thresholds on Page 2 of that GC. If that is the case, you could request that DWR withdraw the application as it can be conducted under the GC. If you prefer for me to continue with a formal review please let me know. As you submit future applications, please include a plan sheet to show the activities proposed. I recently requested this for the Blessing Drive project and what you submitted was perfect. If you could submit that with future application it would avoid the step of me asking for it. Thank you.
