Accordingly. the Division is forwarding the subject NPDES permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). The following items appear in this FINAL permit: • Change in effluent monitoring frequency from 3/Week to Daily, based on monitoring frequencies specified for a Class 4 facility in 15A NCAC 2B.0500. Based on the new rating system, facilities with design flows > 2.5 MGD are classified as Class 4 treatment works. Please note that requirements for daily monitoring exclude weekends and holidays. • Delete quarterly effluent monitoring for lead, based on lack of detections between 1999- 2000. • Update the chronic toxicity test language, which now requires multiple concentration follow-up testing after a failing test. • Change the permit expiration date to August 31, 2004. • Please note that this NPDES permit does not require the submission of Annual Pollutant Analysis Monitoring (APAM) data. • There are currently several waters in the Lumber River Basin that have fish consumption advisories for mercury, and appear as impaired waters on the North Carolina Draft 2000 303(d) list. It is likely that this listing will increase as additional sampling within the Lumber River Basin is conducted. Currently, there is insufficient or no data to determine whether this facility is a mercury source. Therefore, a quarterly effluent monitoring requirement for total mercury and semi-annual monitoring of sludge has been added to this permit. The requirement for mercury monitoring will be re-evaluated at the next permit cycle. If any parts, measurement frequencies, or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. AND MONITORING REQUIREMENTS SPECIAL CONDITIONS A (2). CHRONIC TOXICITY PERMIT LIMIT (QRTRLY) The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant mortality to Ceriodaphnia dubia at an effluent concentration of 31%. The permit holder shall perform at a minimum, auarteriu monitoring using test procedures outlined in the "North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised February 1998, or subsequent versions or "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The tests will be performed during the months of February, May, August, and November. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. If the test procedure performed as the first test of any single quarter results in a failure or ChV below the permit limit, then multiple -concentration testing shall be performed at a minimum, in each of the two following months as described in "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The chronic value for multiple concentration tests will be determined using the geometric mean of the highest concentration having no detectable impairment of reproduction or survival and the lowest concentration that does have a detectable impairment of reproduction or survival. The definition of "detectable impairment." collection methods, exposure regimes. and further statistical methods are specified in the "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised - February 1998) or subsequent versions. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the months in which tests were performed, using the parameter code TGP3B for the pass/fail results and THP3B for the Chronic Value. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the Environmental Sciences Branch at the address cited above.Should the permittee fail to monitor during a month in which toxicity monitoring is required. monitoring will be required during the following month. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. Vri 1 DES PERMIT FACT SHEET City of Laurinburg Page 2 NPDES No. NC0020656 PROJECT NOTES Facility Summary • This is a perrnit renewal for a MAJOR MUNICIPAL operating a 4 MGD POTW. This facility has been discharging since 1970. There is a small industrial component to the discharge, but no pretreatment program is required due to lack of SIUs. Residuals are land applied under permit WQ0002526. • This facility discharges to Rig Shoe Reel Creek, which flows south to South Carolina. Rig Shoe Heel Creek is not listed as impaired on the 2000 303(d) listing. According to the Lumber River Basinwide Water Quality Plan (May 1999), ambient monitoring data has shown no significant water quality problems at Big Shoe Heel Creek, and benthic macaroinvertebrate samplings since 1987 have been given an Excellent rating. This outfa)l was relocated from Leith Creek to Big Shoe Heel Creek in 1983. Pericit Development • Permit limits for BOD5/NPI3/DO have been 20/5/5 mg/1 (year-round) since at least 1987, based on modeling results to protect instream DO. Although instream waste concentration predicts an allowable NH3 conc. of 2.7 mg/1 (summer), leave limit at 5 mg/1 since facility has generally been compliant with toxicity test. NPDES recommends renewal of current limits. • Current limits for fecal coliform and pH are based on water quality standards contained in 15A NCAC 2B .0211. • A 1993 memo added a second downstream monitoring station at SR1.1.08 (Robeson County) Lu alild.iUvu Lu the eniotailg otativii at OR 1012 (Ocotland County). The rationale 'wvao b' aced on a DO model indicating a potential for decreased DO at both stations. The discharger is a 4 MGD facility representing 31% of the stream and discharges to a swamp system. • A reasonable potential analysis (RPA) was conducted for effluent data collected from 1 / 99- 8/00. Both • copper and zinc showed potential to exceed their action levels, but per Action Level Policy no limit is given since facility has generally been compliant with their chronic toxicity test. Monitoring for Cu and Zn will remain at monthly. Since there were no detections of lead in effluent (all < 3 ug/1), quarterly monitoring will be deleted. Finally, fluoride will'remain at quarterly monitoring. The RPA is attached to.the FACT -Sheet. • APAM data has been submitted annually. though not required by NPDES permit. APAM data reported a detection of benzene (1.94 ug/1) in 1998, and two detections of chloroform (1.45 ug/1 and 2.19 ug/1) in 98/97. Since the reported concentrations are well below corresponding NC WQS or EPA criteria. no monitoring is proposed. • DMR Data. • Effluent Chemistry. Max TRC concentrations generally ranged from 400-500 ug/1. Effluent DO concentrations were always > 5 mg/1. • Effluent Toxicity. Facility has passed chronic tox test 18 of 21 times between 1996-2000. • Compliance: In 1999, facility failed 2 tox tests, and one monthly fecal coliform violation in October. Facility also reported an overflow of 4.3 MG at a pump station in October 99 due to excessive influent flows. • Upstream/Downstream Data. Facility discharges to Class C Swamp waters. Dissolved oxygen data shows some DO depressions below 5 rng/1 at the first downstream station, with recovery at the second downstream station. The upstream station fell to DO values of 5.5- 5.6 mg/l in Fall 1999. The pH values can fall as low as 4 pH units at all instream stations, reflective of swamp conditions. Also added was Equalization pumping at our influent pump station which pumps to a 6 million gallon (MG) equalization (EQ) basin when the flows exceeds 5 MG per day. When excess flows are added to the EQ basin, we have a manual valve that we open to drain the EQ basin. This unit was installed to alleviate 1&I flows. Sludge Management Plan City of Laurinburg Leith Creek Wastewater Treatment Plant NPDES Permit # NC0020656 The City of Laurinburg's Sludge Management Plan for the Leith Creek Wastewater Treatment Plant consist of storing the residuals in the digester and then applying the liquid to the approved sites located at the Laurinburg-Maxton Airport by contract haulers. We also utilize seven of the eight drying beds we have at our facility, with the eighth bed being used for storage. When their is enough stored we contract with the hauler and land apply the dry sludge at our dedicated sites at Laurinburg-Maxton Airport. Included in our sludge is a small amount of sludge generated by the Libby -Owen -Ford Wastewater Plant, that is put directly into one of our digesters, after further digestion this sludge is either dried on a drying bed or land applied in liquid form along with Laurinburg's sludge.
