Dear Mr. Waters:
The Division of Water Quality (Division) staff have reviewed and approved your
request for modification of the subject permit. An evaluation of submitted data for bis
(2-ethylhexyl) phthalate indicated all data was below detection and there is no
reasonable potential to exceed the federal criteria. Therefore, the effluent limitation
can be removed.
Enclosed are the permit cover page and the amended effluent page. Please
replace and discard the existing pages. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of
Agreement between North Carolina and the U.S. Environmental Protection Agency
dated October 15, 2007, or as subsequently amended.
If any parts, measurement frequencies or sampling requirements contained in
this permit are unacceptable to you, you have the right to an adjudicatory hearing
upon written request within thirty (30) days following receipt of this letter. This
request must be in the form of a written petition, conforming to Chapter 150B of the
North Carolina General Statutes, and filed with the office of Administrative Hearings,
Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such a
demand is made, this permit shall be final and binding.

TO DISCHARGE WASTEWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provisions of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended, the
City of Washington
is hereby authorized to discharge wastewater from a facility located at the
City of Washington WWTP
1399 West 2nd Street
Washington
Beaufort County
to receiving waters designated as the Tar River in the Tar -Pamlico River Basin in accordance
with effluent limitations, monitoring requirements, and other conditions set forth in Parts I, II, III
and IV hereof.
This permit modification shall become effective April 23, 2012.
This permit and authorization to discharge shall expire on November 30, 2014.

Re: Minor Permit Modification
Mr. Vinzani:
Per our conversation, the City of Washington (permit number NC0020648) would like to
request a minor permit modification to eliminate the Bis(2-Ethylhexyl) Phthalate limit
from the Wastewater Treatment Plant monthly effluent limit and monitoring
requirements. Enclosed are the Discharge Monitoring Reports from July 2010 to January
2012. These reports show there has been no detection of the Bis(2-Ethylhexyl) Phthalate
parameter since the monthly monitoring began and that there is no reasonable potential to
exceed Water Quality standards.
