The Neuse River Compliance Associa5c-n (NRCA) Board approved the Town of Snow Hill,
NPflES # NC0020842, application for membership in the NRCA at the September 2nd Board
meting. The NRCA hereby requests the Divis,lon to amendment the NRCA's permit, NPDES
Permit # NCCO00001, to include Snow Hill beghntng Jafluary 1, 2022,
The NRCA reported in its 2021 Midyear Report a delivered estuary amount of 585,426 pounds of
totau nitrogen or approximately 49% of the permit limit of 1,187,213 pounds. Based on the terms
of the NRCA's permit, the midyear report submittal �s not required since the Assodiation's Estuary
TN Load for 2019 was less than 8W/0 of the total nitrogen allocation.
We are very pleased that our members have continued to strive to reduce the nitrogen delivered to

Good afternoon Danny and Mike,
On behalf of the Neuse River Compliance Association we request that all total nitrogen transactions
of our members in 2021 be included in our permit revisions for 2022. The letter previously sent (attached)
only included the Town of Snow Hill. Those transactions are:
* The Town of Clayton's purchase of TN allocation from International Paper, Inc. and the purchase of
nitrogen offset credits from Restoration Systems.
* Johnston County's purchase of TN allocation from Phillips Plating.
* The City of Raleigh's purchase of TN allocation from International Paper, Inc.
