Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The project area encompasses the US 220/US 311/NC 135 interchange and approximately 1000 feet of US 311/NC 135 on the west and 1000 feet on the east sides of the interchange. Land cover within the project area is primarily comprised of the road surface and maintained ROW landscape with some small, forested areas. The forested areas are predominantly Dry-Mesic Oak-Hickory Forest, although there is an area of Piedmont Headwater Stream Forest along the north-east edge of the project area. Land use within the project area is predominantly transportation. There are several commercial areas that are adjacent to the project area including Lowe’s Home Improvement, Wal-Mart, AutoZone, and multiple restaurants. The project limits cross the access to these areas. C.4h. Explain the purpose of the proposed project: The North Carolina Department of Transportation (NCDOT) proposes to improve future I-73/US 220 at the US 220/US 311/NC 135 interchange in Rockingham County (STIP No. I-5898). The proposed project will replace Bridge No. 780074 and upgrade the interchange to accommodate future I-73 improvements. The purpose of the project is to improve traffic flow and operational deficiencies within the interchange area to ensure an acceptable level of performance as development and traffic continue to increase in the area. C.4i. Describe the overall project in detail, including the type of equipment to be used: The project will replace Bridge No. 780074 over US 220 and upgrade the interchange to accommodate future I-73 improvements. The proposed bridge will be aligned north of the existing bridge and will have one eastbound lane and one westbound lane with two left turn lanes. The new bridge will be offset to the north of the existing bridge far enough that it can be built in its entirety while the current bridge remains open. The grade of the new bridge will be raised 6 feet higher than the current bridge to accommodate the 17 feet of vertical clearance mandated under the new interstate standards. The bridge design includes sidewalks on both sides. The northbound entrance ramp to US 220 will have two lanes to receive traffic from the two left turn lanes, which will merge into a single lane before merging onto US 220. Entry to Lowes and Little Caesar’s will be changed to right in/right out only access. The east and west Y-line segments of NC 135 are proposed to be three 12- to 14-foot-wide lanes with a curb and gutter drainage system. All of the discharge points of the curb and gutter system are located on grassed slopes with rip rap flow diffusers. The four ramps are proposed to be 12- to 14-foot-wide lanes with open vegetated shoulders that drain to grass lined roadside ditches. Based on the information received from you on December 24, 2021, the impacts are located in CU 03010103 of the Roanoke River basin in the Central Piedmont (CP) Eco-Region, and are as follows: Roanoke 03010103 CP Stream Wetlands Buffer (Sq.
