Work on the project was shut down prior to yesterday’s rain event so the contractor could focus on clean up and repair of basins in the affected area. The upland sediment loss area has been stabilized and mulched at the direction of Area Roadside Environmental. The off-site property owner seems to be agreeable to allowing the contractor to go on to his property to clean up but, as of now hasn’t made a formal agreement. However; I am told that he is pretty adamant about not agreeing to having a wetland delineation done on his property. I think the Resident’s Office is still talking to him. I’ll let you know when I get any updates. Art C. Please see the brief synopsis and, pictures of a sediment loss situation submitted by the assistant resident engineer for project C204368 (R-3421A&B). I visited the site today. There is a substantial amount of sediment that has gotten outside of the erosion control measures and migrated outside of the right of way. While it appears that much of the deposition is in an upland area within the right of way, there is also sediment deposition in an area of undetermined jurisdiction outside of the right of way. That area has not been delineated because it is outside of the projects study area. There also appears to be a jurisdictional tributary involved, which is also outside of the study area. I have suggested to the assistant resident that we speak to the property owners to get access to the area to see if a delineation would be needed to determine jurisdiction. The area in question is several hundred feet off of the roadway, heavily overgrown with vegetation and, very difficult to reach. I will forward some additional information and pictures as I receive it. Because of the forecast for rain the next few days access to the project site may be limited. We have asked the contractor to take measures to limit any further damage and to initiate clean up where they have access. Please let me know if you have questions. 2 Art C. Silt loss at STA 225+00 has been walked again, this is the same are we had silt loss in the last rainfall event. The basin 136 filled up with silt and the slope drain in the basin clogged and caused the silt ditch into the basin to fail and the berm to blow out causing silt loss off the project in this area. This material was followed all the way to the Jurisdictional Stream at culvert 6, this red clay material is present all the way to the edge of the Jurisdictional Stream. I will send follow up pictures to this email showing the material. It is evident that some material may have entered the Jurisdictional Feature but all evidence has been washed downstream. Art King was notified and him and myself walked this area this afternoon. At station 238+00 RT RSS Slope failure slid into Basin 143 causing the basin to overfill and sediment to overtop the silt fence above the Jurisdictional Stream on the flat bank. No loss was found inside the JS in this area. At station 247+00 RT erosion control devices were not installed in the ditch line per plans and no diversions were cut in this area before rainfall event. 5 Rock checks are installed in this area but the plans call for 9 rock checks to be installed between STA 248+00 RT to STA 253+00 RT No JS features were disturbed. Basins in the waste site and on the job are above the 50% capacity to be cleaned out, the contractor is refusing to clean out these basins due to extra for these task. Today was the final day of the routine maintenance for these basins and none have been touched. Also due to the basins filling up to around 70% over the last rainfall event they have been switched to urgent. It is very important to have this fixed before the next rainfall event tomorrow. I recommend that hauling be shut down due to these areas not being fixed and the times frames will be over today. If you have any questions or concerns please let me know.
