Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S.
Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
This final permit includes no major changes from the draft permit senttoyou on November 1, 2002.:
The Division is currently in the process of implementing a Water Quality Standard for Total Residual Chlorine (TRC)
and expects to introduce permit lirnits statewide in April 2003; Although TRC is not currently limited in this permit,
the Division recommends: that you prepare a budget and schedule construction of facility upgrades to restrict the
• discharge of TRC (or explore alternative methods of disinfection). Future renewals of this permitwill include a

Bay. Tree Utility Company, a division of Lake Creek Corporation, is a North Carolina
Public Utility which provides water and sewer services for the Bay Tree Lakes
Community. Currently there are 108 customers, including the Bay Tree Office, the Bay
Tree Fire. Department and the Property Owners Cabana and. Club House. Two of these
are lots without needfor sewer service and two are served by septic tanks, leaving 104
customers on the sewer collection and treatment systems. Three of these customers have
their own wells, leaving 105 whoreceivewater. Forty (40)of the homes :are second
homes and are occupied seasonally and: for short periods of time.
