Thank you for allowing Rowan -Salisbury Schools the opportunity to respond to the
Notice of Violation dated April 6, 2022; received April 12, 2022. Our response below is
in regard to the (1) fecal coliform daily maximum exceedance event that occurred at the
Knollwood Elementary School WWTP during the February 2022 monitoring period.
On February 23, the plant received a fecal coliform result of 2,419.6/col, exceeding the
daily maximum allowable limit. On this date, the plant was overwhelmed by high flow
conditions due to a heavy rainfall event that surged the plant, resulting in insufficient
contact time in the chlorine chamber. In contrast with the flow data from the previous
weeks (0.002 - 0.003 MGD), 0.004 MGD of flow was received on this day. Upon
discovery, operators responded by increasing the chlorine supply to ensure that no further
fecal coliform exceedances could occur. Following this corrective action, compliance was
restored.
It is always the goal of Knollwood Elementary School and Rowan -Salisbury Schools to
remain in compliance with regulations set forth by the Division of Water Resources. The
factors contributing to this violation have been addressed carefully to prevent future
noncompliance events. It is our request that our cooperation and action in these matters
be taken into account by the Division when proceeding with enforcement.
