(Three Oaks)was requested to conduct rare species surveys for Michaux's sumac and smooth coneflower and an aquatic habitat assessment for Atlantic Pigtoe within a single, 0.91-acre parcel(PINS 0840-04-70-3286 and 0840-04-70-4257)located at 727 Peyton Avenue in Durham,North Carolina(Figure 1). This memorandum presents the findings of these surveys,conducted on September 24,2021. The surveys were led by Three Oaks Environmental Scientists Nathan Howell and Byron Levan. Michaux's sumac and Smooth Coneflower Morphology and Habitat Description (via USFWS: https://www.fws.2ov/ralei2h/species/cntylist/nc counties.html) Michaux's Sumac: Michaux's sumac is a rhizomatous,densely hairy shrub,with erect stems from 1 -3 feet(ft)(30.5 — 91 centimeters, cm) in height. The compound leaves contain evenly serrated, oblong to lanceolate, acuminate leaflets. Most plants are unisexual; however, more recent observations have revealed plants with both male and female flowers on one plant. The flowers are small, borne in a terminal, erect, dense cluster, and colored greenish yellow to white. Flowering usually occurs from June to July; while the fruit, a red drupe, is produced through the months of August to October. The optimal survey window for this species is May—October. Michaux's sumac grows in sandy or rocky open woods in association with basic soils. Apparently,this plant survives best in areas where some form of disturbance has provided an open area. Several populations in North Carolina are on highway rights-of-way,roadsides,or on the edges of artificially maintained clearings. Two other populations are in areas with periodic fires, and two populations exist on sites undergoing natural succession. One population is situated in a natural opening on the rim of a Carolina bay. Smooth Coneflower: Smooth coneflower is a perennial herb in the Aster family(Asteraceae)that grows up to 3.3 ft (1 meter;m)tall from a vertical root stock. The large elliptical to broadly lanceolate basal leaves may reach 8 inches (in)(20 cm) in length and 3.0 in(7.5 cm)in width and taper into long petioles toward the base. They are smooth to slightly rough in texture. The stems are smooth, with few leaves. The mid-stem leaves are smaller than the basal leaves and have shorter petioles. Flower heads are usually solitary. The rays of the flowers (petal-like structures) are light pink to purplish in color,usually drooping,and 2— 3.2 in(5 - 8 cm)long. Flowering occurs from late May through mid-July and fruits develop from late June to September. The fruiting structures often persist through the Threr Oaks(nQin# ring ttirreoalsrnq,neenngtam fall. Reproduction is accomplished both sexually(by seed)and asexually(by rhizome). The optimal survey window for this species is late May—October. Smooth coneflower is typically found in open woods, glades, cedar barrens, roadsides, clear-cuts, dry limestone bluffs, and power line rights-of-way, usually on magnesium and calcium rich soils associated with amphibolite, dolomite or limestone (in Virginia), gabbro (in North Carolina and Virginia), diabase (in North Carolina and South Carolina), and marble (in South Carolina and Georgia). Smooth coneflower occurs in plant communities that have been described as xeric hardpan forests, diabase glades or dolomite woodlands. Optimal sites are characterized by abundant sunlight and little competition in the herbaceous layer. Natural fires,as well as large herbivores,historically influenced the vegetation in this species'range. Many of the herbs associated with smooth coneflower are also sun- loving species that depend on periodic disturbances to reduce the shade and competition of woody plants. Atlantic Pigtoe Morphology,Habitat,and Life History The Atlantic Pigtoe(AP)is a freshwater mussel with a chunky,rhombus shaped shell,similar in appearance to a pig's hoof/toe. There is a distinct posterior ridge. The outer surface of the shell is yellow to dark brown and parchment- like, while the inner layer is iridescent blue to salmon, white, or orange. Although larger specimens exist, the AP rarely exceeds two inches in length. Young individuals may have greenish rays across the entire shell surface. When collected fresh,the interior surface (nacre)in the shell tends to be salmon colored and sometimes iridescent. AP has interlocking hinge "teeth"on the inside of the shell to help keep the two valves in proper alignment(USFWS 2019). The preferred habitat of the AP is coarse sand and gravel, and rarely in silt and detritus. Historically, the best populations existed in small creeks to larger rivers with excellent water quality, where flows were sufficient to maintain clean, silt-free substrates. The life cycle of the AP, like most freshwater mussels, is complex,relying on host fish for successful reproduction. Mature microscopic glochidia(larva)are released from the female mussel,where they must attach themselves to the gills and/or fins of fish hosts to continue developing. AP have specific host fish that are needed by the glochidia to keep growing to ultimately transform into juveniles. After a few weeks of living as parasites,they drop off and land on the stream bottom where they grow into adults. Host fish for the AP include the Rosefin Shiner(Lythrurus ardens), Creek Chub(Semotilus atromaculatus), Longnose Dace (Rhynichthys cataractae), White Shiner(Luxilus albeolus), Satinfin Shiner (Cyprinella analostana), Bluehead Chub (Nocomis leptocephalus), Rosyside Dace (Clinostomus funduloides), Pinewoods Shiner (Lythrurus matutinus), Swallowtail Shiner (Notropis procne), and Mountain Redbelly Dace (Chrosomus oreas). The time period for glochidia to develop varies between 30 to-60 days and depends on the host fish(USFWS 2019). Like all freshwater mussels,AP are known as suspension feeders because they eat algae,bacteria,and other microscopic matter they filter out of the water. Survey Results Michaux's sumac: Suitable habitat for Michaux's sumac does not exist within the study area. The site is too shaded, and the only area of roadside right-of-way present is too disturbed to support the species. Much of the site consists of mature hardwood forest, with the remainder consisting of disturbed roadside right-of-way. On September 24, 2021,Three Oaks staff members Nathan Howell and Byron Levan conducted a survey for this species. No Michaux's sumac was identified during the survey. The North Carolina Natural Heritage Program (NCNHP) October 2021 dataset (viewed using the NCNHP Data Explorer website: https://ncnhde.natureserve.org/) indicates no known occurrences of Michaux's sumac within 7.5 miles of the study area. Due to the negative survey results of this survey, and the lack of extant occurrences within 1.0 mile of the project, a Biological Conclusion of"No Effect" has been rendered for this species. Smooth coneflower: Suitable habitat for smooth coneflower does not exist within the study area. The site is too shaded, and the only area of roadside right-of-way present is too disturbed to support the species. Due to the negative survey results of this survey, and the lack of extant occurrences within 1.0 mile of the project, a Biological Conclusion of"No Effect" has been rendered for this species. Atlantic Pigtoe: A single perennial stream flows through the study site from northeast to southwest. Within the study area,as well as 400 meters downstream of the study area,this stream does not possess the necessary habitat elements needed by the Atlantic pigtoe. The stream's water quality is too degraded,and it lacks the expected associate aquatic fauna expected from a stream which would support Atlantic pigtoe. The North Carolina Natural Heritage Program (NCNHP) October 2021 dataset(viewed using the NCNHP Data Explorer website: https://ncnhde.natureserve.org/) indicates no known occurrences of Atlantic pigtoe within 8.8 miles of the study area.
