Had a discussion with the ORC Bill Stafford regarding civil penalties' and the proposed Schedule of
Compliance.
He was questioning as to whether or not the engineer changing his mind about the proposed
wastewater treatment prior to spray irrigation, would that affect the SOC. I told him again that the
SOC was to protect the Permittee from fines during that time period of construction and that the relief
of penalties did not begin until Bay Tree Lakes and the State had signed the SOC. It was imperative
for this to happen as soon as possible.
