Thank you for the Henderson IDDE Plan submittal. It has been received and uploaded to
Henderson’s permit file. It will be reviewed concurrently with the Draft SWMP v3 on file.

FYI, Henderson’s MS4 permit expired on 02/19/2022. The City is currently operating without a
permit after failing to submit a permit renewal application in accordance with Part V, Section A,
paragraph 11 (Duty to Reapply) in the 2017 permit. The expired permit may be extended until the
new permit is issued if the following permit renewal application is received in a timely manner:

Good morning Jeanette,

At the request of the City of Henderson, I’m submitting the attached Illicit Discharge Detection and
Elimination (IDDE) Plan for review. This plan is being submitted to fulfill one of the measurable goals
in the City of Henderson Draft SWMP. BMP No. 13 of the Draft SWMP states that a written IDDE Plan
will be developed and submitted to NCDEQ for review and approval.
