PROJECT DESCRIPTION The proposed project is located at 3197 Waterview Dr. SW, Supply, Brunswick County. The proposed project site faces south on the AIWW. Existing structures on the .23-acre property include a multi -story house, bulkhead, and a docking facility. Based on DCM records, no previous permit history can be found for the existing bulkhead but the applicant states the bulkhead was constructed in 1992. There is also no record of the initial construction of the existing docking facility in our database but aerial imagery suggests the dock has been in place since at least 2005. GP-76464 was issued on 7/30/2020 to reconfigure the existing docking facility within the footprint. High ground is located approximately 4ft. above normal high water (NHW) and primarily consists of domestic grasses, landscape stone, and ornamental shrubs. An oversized open deck sits waterward of the house with pilings located within 5ft. of the existing bulkhead (See Sheet 2 of 2)_ The existing bulkhead is located landward of NHW and spans approximately 62 linear feet, stabilizing the south side of the property along the AIWW. The existing bulkhead is free-standing, with return walls stabilizing the east and west sides of the property (See Sheet 1 of 2). Vegetation including Salt Meadow Cordgrass (Spartina patens) and Sea Oxeye (Borrichia frutescens) border the existing bulkhead which transitions into a dense swath of Black Needlerush (Juncos roemerianus), extending an average of 20ft. offshore of the bulkhead. Salt Marsh Cordgrass (Spartina alternaflora) extends approximately 70ft. waterward of the NHW line. No 404-type wetlands appear to be located within the project area. The waters of the AIWW in the project location is classified SA by the Division of Water Quality and IS NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. This portion of the AIWW is CLOSED to the harvest of shellfish. Based on visual observations made by DCM staff during multiple site visit, there appears to be NO Submerged Aquatic Vegetation (SAV) on site. PROPOSED PROJECT The applicant proposes to replace approximately 62 linear feet of bulkhead an average of 2ft. waterward of the existing bulkhead, resulting in the filling of approximately 124ft of Coastal Wetlands on the AIWW in Supply, Brunswick County. According to the applicant, the existing timber bulkhead is deteriorating and has sustained damage from recent hurricanes. The close proximity of the over -sized deck has also exerted additional pressure behind the existing bulkhead which may compromise the integrity of the existing wall. The proximity of the deck pilings to the existing bulkhead make replacing the bulkhead in the same footprint a logistical challenge. A bulkhead failure while trying to replace in the same footprint could have much greater environmental impacts than stepping out the new bulkhead into Coastal Wetlands. According to the application, the proposed bulkhead would step out an average of 2ft. waterward of the existing bulkhead, resulting in the filling of approximately 124ft2 of Coastal Wetlands consisting mainly of Salt Meadow Cordgrass (Spartina patens) and Black Needlerush (Juncus roemerianus) above NHW. According to the application, the proposed vinyl wall would not exceed the current maximum elevation of the existing bulkhead. The proposed bulkhead would replace the return walls in the existing footprint which are located on the east and west property lines (See Sheet 1 of 2). The proposed bulkhead would remain structurally independent of the neighboring bulkhead to the east. The proposed bulkhead would be installed using hand tools and a post -mounted pile driver. All tools would be stored on the high ground at the project site. 3197 Waterview Dr. SW Bulkhead January 28, 2022 10. ANTICIPATED IMPACTS The proposed bulkhead would step out an average of 2ft. waterward of the existing bulkhead, resulting in the filling of approximately 124ft2 of Coastal Wetlands above NHW. Approximately 1,240W of high ground would be disturbed during the installation of new tie backs and deadmen. According to the application, a l 6ft. section of pier would be raised 1 ft. to allow the new bulkhead to sit at a level elevation along the entire south -facing wall. Increased turbidity levels should be expected during sheet pile installation. The property includes a waterfront bulkhead located landward of Coastal Wetlands and \IHW that was constructed in 1992 and is showing signs of deterioration_ Damage was also sustained during hurricane Isaias that loosed top planks, which have been temporarily repaired. The project includes the placement of a new Ninrl bulkhead with a height not to exceed the current maximum elevation of the existing bulkhead. The new bulkhead will include new deadmen anchors and tie roads as shown: FWft 041ft" The new bulkhead will be located directly in front of the existing structure which will involve filling approximately- 124 sq. ft. of Coastal Wetlands. it will not exceed 2' +/- in front of the existing structure and in the same location as the property sides to limit erosion or material runoff during construction and allow proper installing of new materials. This method is also required to protect the structural integrity of the existing home deck structure. If you have not been notified of a final action by the initial deadline stated above, you should consider the review period extended. Under those circumstances, this letter will serve as your notice of an extended review. However, an additional letter will be provided on or about the 75th day. if this agency does not render a permit decision within 70 days from January 28, 2022 you may request a meeting with the Director of the Division of Coastal Management and permit staff to discuss the status of your project Such a meeting will be held within five working days from the receipt of your written request and shall include the property owner, developer, and project designer/consultant_ NCGS 113A-119(b) requires that Notice of an application be posted at the location of the proposed development. Enclosed you will find a "Notice of Permit Filing" postcard which must be posted at the property of your proposed development. You should post this notice at a conspicuous point along your property where it can be observed from a public road. Some examples would be: Nailing the notice card to a telephone pole or tree along the road right-of- way fronting your property, or at a point along the road right-of-way where a private road would lead one into your property. Failure to post this notice could result in an incomplete application.
