On April 20, 2022, Cassidy Kurtz from the Raleigh Regional Office conducted a compliance
evaluation inspection of the wastewater irrigation system for the Town of Conway. The purpose
of this inspection was to ensure compliance with the conditions and limitations specified in Non -
Discharge Permit No. WQ0001284. During the inspection, the cooperation and assistance of Mr.
Jeffrey Long, ORC and Mr. Tim Turner, Public Works Coordinator was greatly appreciated.
This compliance evaluation inspection consisted of the following:
Review of the permit,
Review of ORC logbooks, calibration documentation, non -discharge monitoring reports
(NDMRs), non -discharge application reports (NDARs), and
On -site inspection of the treatment components and spray fields.
The current permit was issued April 10, 2017, and expired March 31, 2022. The renewal
application was received by the Division on March 2, 2022. Currently, Mr. Long is designated
ORC with Mr. Johnny Young as backup ORC.
Components of the wastewater system appeared to be overall well -maintained and operational.
Water in the lagoon was free of floating solids and plenty of freeboard was available. The lagoon
is fenced and secured with a gate. The screen that prevents debris from entering the spray system
from the lagoon was in good condition and screenings are placed into a trash bin. The irrigation
fields appeared to be in good condition with no evidence of ponding or runoff. Fields are a
mixture of trees and grass which varies across all fields; grass on the spray fields and
surrounding the lagoon is routinely mowed. A portion of the spray system (Field C) was
activated and appeared to overall have good spray patterns and coverage. A few spray heads
were not spraying and/or rotating properly. Routine maintenance for the spray heads and mowing
on Fields A, B, and C is to occur within the next couple of weeks; the spray heads on Field D
had just been maintained, and mowing was occurring on Field D during the time of the
inspection. The chlorination equipment appeared to be in good condition.

NDMR records for 2021-2022 were reviewed. Lab results were compared to NDMR forms for a
couple random months. The facility is monitoring the effluent as required. Please continue to
report all required parameters on the NDMRs.
NDAR forms for 2021-2022 were reviewed. Please ensure 1 2-month floating totals are included
on every NDAR submitted.
Monitoring wells 1 and 3 were observed and appeared to be in good condition. Both of these
wells are secured by a cap that requires a tool to remove, and the concrete pad surrounding the
wells appeared to be in good condition.
