SUBJECT: Environmental Management Commission Settlement Agreement
Quarterly Status Report
Town of Burnsville Collection System
NPDES PERMIT NC0020290 and WQCS00143
Dear Mr. Davidson:
This Quarterly Report documents the Town of Burnsville Sewer Collection System compliance
activities during January, February and March of 2022.
The Town has experienced no SSO's during the period of this quarterly report.
• Project 3b-OMC Pump Station Flow Reduction
The Town has received DEQ approval for the use of remain funding from an SRF loan for
the OMC Pump Station Project to fund the installation of an additional pump that will be
used to divert flow (approximately 50-70,000 gpd) to the EY Sewer Districts WWTP
located East of Burnsville. After significant delays due to supply chain issues the
Contractor has informed the Town's project engineers (McGill Associates) that the
pump installation will begin the week of April 11, 2022. The Town awaits completion the
EYWSD collection system to make a connection from the pump station into that system.
• Project 4-Baker's Creek Pump Station Rehabilitation
The Town is currently preparing applications for submission at the May 2, 2022 funding
cycle of DWI Grants for this project.
• Project 5-West Main Sewer Interceptor Improvements
The Preliminary Engineering Report was timely submitted and has been approved by
DEQ. The Town is awaiting approval of the Environmental Report which is expected in
May 2022. Upon favorable review construction grant funding should be available and
design, bid and construction should follow in accordance with the Division's timelines.

• Project 7- Burnsville WWTP Improvements:
Funding for this project will come from an allocation of 3 million dollars from Yancey
County's direct earmark in the 2021-22 North Carolina State Budget.
WithersRavenel Engineering Firm is preparing project scope and budget for submission
with the County's application to receive a letter of intent to fund from DWI and move
forward with this project.
Additional Projects:
• The Town in has secured grant funding through Yancey County from Dogwood Health
Trust for the GIS mapping of the sewer collection system. That project is underway and
is scheduled for completion in the fall of 2022. Additionally the same funding source
will be used to complete an update of the 2016 AMP/CIP along with an infrastructure
master plan study to evaluate current conditions and capacity of all Town infrastructure
and future needs of both the Town and County. After the RFQ process McGill Associates
was selected for this project and is currently negotiating terms with Yancey County.
• The Town will submit an application for May 2, 2022 DWI grant funding cycle in an effort
of securing funding for repair and rehabilitation of the East Main Sewer Interceptor
Improvements in an effort to further reduce I&I in the collection system.
The Town Council is committed to improving and planning for future maintenance of the
collection and treatment systems. The Town is seeking funding to go beyond the scope of this
agreement and work diligently towards reducing l&I, rehabilitating facilities and making sure
the system as a whole is in compliance with all permits.
