PROJECT SUMMARY: The applicant proposes to construct aten-story, 191-room hotel building with associated parking, utilities, stormwater collection system and swimming pool. PROJECT DESCRIPTION Centrepoint Architecture, PA on behalf of Sea View Properties, LLC, has requested that the attached application be processed under the Express Permit Review Program. The applicant's project is located along Canal Drive and Carolina Beach Avenue North, between the Atlantic Ocean and Canal Drive, in Carolina Beach, New Hanover County. To find the property, take NC Hwy 421 south from Wilmington to Carolina Beach. The project site will be located on the eastern side of Canal Drive and Carolina Beach Avenue North. Businesses formerly operating at the site include the "Hula Grill", Beach Pavilion and Cabana Del Mar Motel. Please referto Sheet 4 ofthe permit application for site location. The proposed project site is approximatel}~ 1.0 acre (all of which is high ground). Currently, the site is partially developed and contains a hotel, retail building, parking lot, decks, etc. Some of the previous businesses located on the tract have been demolished leaving a portion of the property barren. The site ranges in elevation from 4' to 8' above Mean Sea Level (MSL). The site contains very little to no vegetation, except for sparse lawn grasses and Sea Oats. There are no coastal or "404 type" wetlands located on the subject property. The project site is located within the Ocean Erodible Area of Environmental Concern (AEC) and the High Hazard Flood AEC. The project site (which is a combination of several parcels) is located within the Central Business District of Carolina Beach, and has historically been the building site for multiple retail businesses. The applicant is currently applying for a CAMA Major Permit because the project site is located within the Ocean Hazard AEC and because cumulative development impacts from this project will disturbed more than an acre, thus requiring a Sedimentation and Erosion Control Plan from the Division of Land Resources, Land Quality Section,'as well as a State Stormwater Permit from the Division of Water Quality. The Atlantic Ocean, which is immediatel}~ adjacent to the project site is classified as SB by the North Carolina Division of Water Quality. The area is not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. The subject property is located within the High Hazard Flood Area, as indicated by Zone VE (elevation 14) on the Flood Insurance Rate Map. The High Hazard Flood Area (VE Zone) associated with the subject property is contiguous to the Atlantic Ocean. The long-term average annual erosion rate in the vicinity of the property is 2.0 feet per year. The 100-year storm recession line for this area of Caroline Beach is 300 feet creating a total Ocean Erodible Area (OEA) of 420 feet. This area of Carolina Beach utilizes apre-nourishment or "static" vegetation line that was determined based on the 2001 Carolina Beach, beach renourishment project. Additionally, the actual first-line of natural stable vegetation was determined by staff with the Division of Coastal Management on 6/09/07. PROPOSED PROJECT The applicant proposes to re-develop the property by constructing a 10-story, 191-room hotel building with associated parking, utilities, stormwater collection system and swimming pool. Development would include grading approximately 1.2 acres ofthe site for lot preparation, road relocation (Carolina Beach Avenue North), construction of the entrance road/parking area, hotel, swimming pool and stonnwater system. According to the application, the proposal would include the construction of a 191- room hotel building giving a density of 191 units/acre. Access to the property would be provided by the construction of an entrance/exit driveway along the relocated Carolina Beach Avenue North and at the terminal end of Harper Avenue. The asphalt driveways (28' and 40' respectively) would provide the complex with two entrance/exit points from Canal Drive. The driveways would provide direct access to the parking areas, located beneath, and on the landward side of the building. The relocation of Carolina Beach Avenue North would be completed by the applicant and would occur prior to the initiation of the building development. The proposed development includes the construction of approximately 197 parking spaces, six (6) resulting from the loss of six parking spaces as part of the Carolina Beach Avenue North road relocation and 191 for each unit proposed. The building (which would be constructed on concrete pilings) would measure approximately 215' in length x 150' in width x 115' in height (from ground to roof top). The building (290,250 square feet of total floor area) would be located entirely landward of the 120' Large Structure Setback. The first two floors, and ground level, would be dedicated for parking. • Sea View Properties, LLC Page Three According to the application package, the first floor elevation would be constructed above the base flood elevation. Two concrete decks would be constructed on the waterward side of the building, between the Large and Small Structure setbacks and according to the applicant these two structures would be completely independent from one another, only cosmetically attached with flanged expansion joints. In addition to the deck's separation from one another, they would also be structurally independent from the proposed building. The parking area located beneath the building would also have an expansion joint along the 120' Large Structure Setback line. In short, all structure located waterward of the Large Structure Setback line would be less than 5,000 square feet, and structurally independent from the adjoining structures. The deck being proposed on the waterward side of the building would provide access, via a concrete walkway, to the proposed 20' x 40' swimming pool (as measured from the outer edge of the pool apron). The swimming pool would be constructed within the footprint of the concrete decking, entirely landward of the 60' Small Structure Setback. Both decks would abut an existing wood deck and beach access walkway located along the eastern shoreline. No improvements are being proposed to the wooden boardwalk, nor are any improvements being proposed to the concrete walkway (easement) located along the eastern side of the proposed decks. This existing concrete walkway is partially located within the 60' Small Structure Setback. Two stormwater infiltration basins would be located beneath the proposed building and concrete decking. According to the applicant, some fill would be placed beneath the building in order to raise the grade of the site for the installation of the stormwater infiltration gallery. The system would provide collection for the first 3" of rainfall during an event. These infiltration systems would be located landward of the 60' Small Structur_ a setback and would meet the square footage requirements for both small and large structures. The applicant has not yet submitted a stormwater permit application, nor has he received approval from the Division of Land Resources, Sedimentation and Erosion Control Section for the proposed development. 10. ANTICIPATED IMPACTS: The initial grading of the property would result in the disturbance of approximately 1.2 acres of high ground. The proposed building, drives, pool and parking areas would result in the creation of approximately 43,569 square feet of impervious surface. Existing Conditions: The project area is located on a recombined parcel in the Town's Central Business District (CBD) immediately adjacent to the Town's Boardwalk. The scope of this project is the proposal to redevelop the lots of the King's Beachwear (.34 acres) former Hula Grille.. Restaurant (.075 acres), former Ocean Plaza (.13 acres), parking lot (.26 acres), former ice cream stand (.035 acres) and the existing Sea Side Inn (.16 acres) for a total of one acre, located at the north end of the boardwalk at the intersections of Canal Drive, Carolina Beach Avenue North and Harper Road, into a 191 room hotel. with indoor and outdoor pools, a hotel cafe, with three levels of structured parking. The parcels have been recombined into one parcel including the relocation of a portion of Carolina Beach Avenue North. There are currently two buildings on site (the Sea View Motor Inn and King's Beachwear), and two buildings (formerly the Hula Grille and Ocean Plaza/ice cream stand) were razed in the last 18 months due to safety concerns. Prior to the buildings being razed the impervious cover was 100%. Very little of the site is vegetated by minimal landscaping. The existing buildings vary in character and due to their age do not conform to all current CAMA regulations regarding ocean erodible zone setbacks. The first line of stable vegetation on the oceanfront is an established line associated with the Town's beach re-nourishment project. A 420' Ocean Hazard A.E.C. exists and the average erosion rate is 2' per year. No primary dune and no Inlet Hazard A.E.C.s exist within the project area. Per the Zoning Ordinance requirements, the hotel is a commercial use. The hotel will have rooms on 7 floors, with 197 parking spaces provided on the first 3 floors. The indoor pool will be located on the fourth floor, and the hotel cafe will be located on the second floor adjacent to the boardwalk. The roof height will be 105 feet with a 10' overrun for the elevator, other roof top equipment would be within the 10' of the elevator overrun. The building has no setbacks since it is within the CBD zoning. A separated portion of the building that supports the outdoor pool is located within the 60' small structure setback and the building itself is located behind the 120' large structure setback, a small portion of the existing wood deck is ocean side of the 60' small structure setback. The lot coverage is approximately 100% as allowed within the CBD. The project has been designed to meet the requirements of both the 60' ocean erodible zone small structures setback and the 120' ocean erodible large structures setback. Only pool deck, existing deck, new deck and some parking would be located landward of the 60' setback and seaward of the 120' setback. These structures qualify as small structures since their footprints are less than 5,000 sf in size. Foundations for these small structures will be 16" diameter auger cast pilings, installed to a 55` depth. All pilings will. be placed landward of the 60' setback. An existing wooden beach access and existing deck will remain. The building is considered a large structure and all foundation components will be located landward of the 120' large structure setback. Foundations for the large structure will be 16"diameter auger cast pilings, installed to a 55` depth. Some balconies will cantilever over the 120' setback. Parking will be provided under the building on the first three floors (including ground level). A mix of asphalt and gravel parking will be located between the 60' setback and 120' setbacks. Asphalt will be used in those areas required by the Town. A total of 197 parking spaces are required by the Town and 197 parking spaces are being provided. In order to improve the existing site conditions, stormwater will be contained on site prior to distribution into the Town's Carolina Beach Avenue North stormwater distribution. Other utilities will be brought to the site via Carolina Beach Avenue North. The water meter, and other utility meters will be located within vaults per the Corps of Engineers flood regulations. The estimated water consumption for the hotel is approximately 20,000 gallons per day. Water will be pulled off the new 12" line being installed along Carolina Beach Avenue North. There will be no direct impact to schools. Other equipment, such as elevator equipment and HVAC condensers will be installed on the roof. Landscaping, signage and site lighting will be provided in accordance with the Town Land Use Plan and Ordinances. This project is classified as high-density and includes the construction of one (1) commercial, branded hotel and associated parking areas and access drives, located oceanfront in Carolina Beach, NC. Since the project is located within a coastal county, the proposed stormwater management system must treat, at a minimum, the first 1.5" of runoff. Runoff from the proposed built-upon-area (BUA) will be conveyed through a roof leader system into a proposed underground infiltration gallery. A bypass will be provided into Carolina Beach's municipal storm drainage system, but it was not possible to provide a vegetated outfall. As a result, the infiltration gallery is sized to capture the first 3.0" from the entire roof area, which constitutes a majority of the proposed (BUA). The BUA that is not captured includes access ramps to the site and a right turning lane expansion that cannot be practically captured by the storm drainage system. The total drainage area proposed for the infiltration gallery is approximately 0.93 acres with a BUA of approximately 0.85 acres (91.4%). The resultant minimum required treatment volume is 8,837 cf. A slight (no more than 1.50') thickness of fill is required in an isolated segment of the project site within the VE floodplain in order to provide necessary cover over the stormwater infiltration gallery. This fill will not serve any structural purpose whatsoever and is allowed in accordance with the Town of Carolina Beach CAMA plan as confirmed by Planning Staff. The~area requiring this small amount of fill is delineated on Sheet 11A in the submittal packet. The traffic impact study has been completed by Wilbur Smith Associates, and the summary is attached. The study shows that the proposed development will have very minimal effects on the traffic operations in the areas surrounding the development. Furthermore, the study shows that the Hotel will have a positive impact on beach access and the pedestrian environment, by improving Harper Avenue extension and extending the oceanfront boardwalk. The Wilmington MPO has also provided feedback and support of the plan. The site plan illustrates the addition of a vehicular lane on Canal Drive, a redirected Carolina Beach Avenue North with three lanes for a safer "T" intersection with Canal Drive and roadway easement with public parking that can be metered by the Town. All roadway improvements include new and larger then existing sidewalks. Stop signs, a yield sign and crosswalks have been added to the streets. A portion of Carolina Beach Avenue North (CBAN) is being closed and relocated to the North side of the property. The portion of the land to create the larger right of way for Canal Drive and the redirected CBAN will be deeded to the Town of Carolina Beach. The portion of CBAN that is being closed off will be deeded to Sea View Properties and is included in the new property plat. The on street parking will be located on the new recombined property, with a permanent deeded easement to the Town. Six metered parking spaces along Carolina Beach Avenue North are being relocated within the parking to provide a safer, and more pedestrian friendly entrance to the boardwalk area -these spaces can still be metered. This also makes room for a potential water fountain feature at the entrance to the boardwalk. The parking requirements for the project are as follows: 191 Hotel Rooms 1 parking space/room = 191 spaces required 6 relocated on street parking spaces into public parking area 197 spaces required 197 total spaces provided The project could begin construction as early as January 2008 with an estimated 18 month construction time, so that the Hotel could be open by Spring of 2009. Construction sequencing has been coordinated with the Town to best avoid the peak season and to minimize traffic disruptions. All approved sedimentation and erosion control structures will be installed prior to any additional demolition work. Material removed from the site will be hauled off by a licensed contractor to an approved facility (likely the county landfill). All existing structural pilings will be completely removed, and the site would then be graded as needed for utility installation and new construction. Existing and new municipal utilities, including the municipal sewer system, will provide service to the development. Additional Permits and Authorizations: A conditional use permit for the proposed redevelopment was approved by the local government in June 2007. A road closing order (actually a road relocation) for a portion of Carolina Beach Avenue North was approved in July 2007. A high density stormwater permit will be submitted by the project's civil engineer to the NC Division of Water Quality. The project's civil engineer will also submit a sedimentation and erosion control plan to the NC Division of Land Quality. No site disturbance will begin prior to approval of the sedimentation and erosion control plan. Additional permits including, but not limited to; driveway permits, building permits and flood certifications will be obtained as required. Conclusion: The Branded Resort Hotel proposes to continue the embodiment of the Town's Zoning Ordinance and Land Use Plan by providing a Hotel to bookend the Pavilion area and by providing additional commercial uses, and bringing more tourists to the Central Business District in order to promote the current efforts toward revitalization. The project also improves and revitilizes the CBD by providing landscaping, a feature fountain, on-site stormwater containment, lighting and signage per the Town Ordinances.
