Per 15A NCAC 02T,0105(el(6j, directly related environmental permits or certification applications must be being prepared,
have been applied for, or have been obtained. Issuance of this permit is contingent on issuance of dependent permits (erosion
and sedimentation control plans, stormwater management plans, etc.).

Per 15A NCA(: 02T.0402, "high -priority sewer" means any aerial sewer, sewer contacting surface waters,
siphon, or sewers positioned parallel to streambanks that are subject to erosion that undermines or deteriorates the sewer.
Siphons and sewers suspended through interference/conflict boxes require a variance approval.

High priority lines shall be inspected by the permittee or its representative at least once every six -months and

Fast Track Sewer System Extension Application — Cover Letter
This application is for a proposed sanitary sewer extension for the Franklin Townes Project located
just southeast of the intersection of M. Durwood Stephenson Highway and Wilson's Mill Road in
the Town of Smithfield, Johnston County, NC. The proposed project consists of an extension of the
existing sanitary sewer main on Hillcrest Drive. An 8" gravity line will service the subdivision and
will connect to an existing manhole on Hillcrest Drive.
The proposed sewer will consist of the following:
