Per I5A NCAC 02T.0105(cX6), directly related environmental permits or certification applications must be being prepared,
have been applied for, or have been obtained. Issuance of this permit is contingent on issuance of dependent permits (erosion
and sedimentation control plans, stormwater management plans, etc.).

Per 15A NCAC 02T.0402, "high -priority sewer" means any aerial sewer, sewer contacting surface waters,

Siphons and sewers suspended through interference/conflict boxes require a variance approval.

High priority lines shall be inspected by the permittee or its representative at least once every six -months and

Given that:
a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
38% % and 0.638 MGD of the Available Capacity (E) in Pump Station
Landfill ; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
0.140 _ MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely
Landfill Sewage PS and FM _ is in design or under construction with
-
planned completion in Fall 2023 ; and/or
d. The following applies:
This zero flow permit modification will not impact the flow to the Landfill EQ & Pumping
Facility. A project is under construction that will increase the capacity at the Landfill
EQ & Pumping Facility. That project is expected to be complete before the enough paper
flow is converted to actual flow to reach the capcity of the station.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to allow
this flow to be permitted, without a significant likelihood of over -allocating capacity in the system
infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal
system.

The requested permit modification is for the following improvements to the existing
Winston Pointe pump station, which is owned and operated by the Johnston County
Department of Public Utilities:
• Increase the pumping rate of the pumps in the Wastewater Pump Station from
320 gallons per minute to 500 gpm by replacing the impellers
• Replacement of an existing mechanically cleaned bar screen with a solids
grinder unit (Muffin Monster)
• Addition of a chemical (Bioxide) feed system for odor and corrosion control
• Addition of a 450,000 gallon capacity aerated flow equalization tank (bolted
stainless steel tank with dome roof) and duplex blowers

• Addition of a duplex wastewater Transfer Pump Station (these pumps also
rated for 500 gpm) and piping, to pump excess wastewater from the
Wastewater Pump Station into the flow equalization tank. These pumps will
only operate during periods where the influent flow rate to the site exceeds the
500 gpm capacity of the existing Wastewater Pump Station.
• Addition of a motorized valve and piping to control the return of stored
wastewater from the equalization tank to the Wastewater Pump Station once
the influent flow rate to the site has declined to Tess than 500 gpm.
■ Replacement of the existing standby power generator with a new diesel engine
standby power generator.
