The attached drawings have been prepared on behalf of the applicant to evaluate changes that the project will have to the drainage areas for Streams SADA, ISAD, SAD, SCB and wetlands adjacent to these streams. As indicated on the drawings, 22% or less of the drainage areas have been redirected from surface drainage up gradient of these features. Additionally, while storm flow is redirected from these drainage areas, much of the surfaces will remain as pervious surfaces and still provide groundwater recharge and hydrology to these features . The main source of hydrology for each of these features is groundwater discharge. Based on our observations of site conditions and the drainage area evaluation, it is our opinion that significant indirect impacts will not occur to jurisdictional features due to a loss of hydrology/function and that the applicant has designed the project in a manner that avoids and minimizes impacts (direct and indirect) to jurisdictional features and adheres to Nationwide Permit/401 WQC requirements. Please provide the information requested below within 30 days of receipt of this email. Please note the project will be considered on hold until a response is received. i. 1) Based on proposed grading, and re-routing of drainage into stormwater ponds, the project appears to eliminate/reroute the drainage area/hydrology source Streams SADA, ISAD, SAD, SCB and wetlands adjacent to these streams. Pursuant to 15A NCAC 02H .0506(b), the Division must consider secondary and/or cumulative impacts that may cause or contribute to a water quality violation or preclusion of best use. For each of the streams/wetland areas noted, please provide either additional information and/or calculations or models which will show that the feature will continue to function at the existing level, a modified plan that shows how hydrology will be reintroduced to these features, a proposed monitoring proposal for these areas, or a revised PCN which accounts for indirect impacts from a loss of hydrology/function.
