Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Sea Isle Plantation North
WWTP on 4/12/2022. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0013027. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
The current permit expired on March 31, 2022 and a renewal application was uploaded on April 13, 2022.
Please note for the future that the permit requires the submittal of a renewal application no later than six
months prior to expiration.

Inspection Summary:
A routine compliance inspection of the Sea Isle Plantation North WWTF was conducted on April 12, 2022. The purpose of
the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in
Non -Discharge Permit WQ0013027. Dan Fortin and Robert Howard of Fortin Contract Service were present during the
inspection.
This facility is a 40,000 GPD extended aeration plant with two rotary distributor, high -rate infiltration disposal fields. During
2021, flows peaked to a little over 4,000 GPD in the summer and had very low flows during the winter months. Due to mostly
seasonal residential occupancy and the flow from a Septic Tank Effluent Pumping (STEP) collection system, the plant treats
an influent high in TKN. This issue has caused many effluent exceedances in Total Nitrogen during this permit cycle. After a
review of GW-59 monitoring reports, there appears to be no evidence of groundwater quality standard violations for Nitrogen
in the three monitoring wells on site. Since requesting technical assistance from Tom Tharrington of the Wilmington Regional
Office (WIRO) in 2019, operators have raised the level and increased aeration and mixing time in the EQ tank as
recommended, which improved treatment. In 2021, Mag meters in the EQ tank and common tank disabled flow control and
Total Nitrogen was exceeded for many months. Covid related issues with suppplies delayed repairs. Since Jauary 2022, all
repairs have been made and TKN has been trending down.
The current permit expired on March 31, 2022. The new property management company, Chalk and Gibbs, has been in
contact with the WIRO for guidance on the renewal process. The renewal application was uploaded on April 13, 2022.
Please note for future reference that the permit requires the submittal of a renewal application no later than six months prior
to expiration.
The facility is compliant with Non -Discharge Permit WQ0013027. Please review the comment sections of the inspection

Comment: The 2 anoxic tanks both have ORP sensors and the 2 aeration tanks have DO sensors for
process control monitoring. In addition, ammonia and nitrate strips are used along with
settleometer testing for monitoring plant treatment.

Comment: Work was recently done to clear vegetation around the outside of the fenced area of the site to
improve access to the monitoring wells and to eliminate any hanging branches over the
infiltration fields. Fields were in good condition, with no ponding, vegetation or breakout
observed. Monitoring wells appeared to be in good condition.
