Dear Mr. Roth:
Division of Water Resources staff Caitlin Caudle completed a review of the 2021 Residuals
Annual Report. This review mostly reflected compliance with the subject permit. The following
item of concern was noted:
A. Elizabeth City WTP produced both cake and liquid residuals. Staff recommend that in
the future both cake and liquid residuals be sampled at frequencies based on the
volume distributed per Attachment A. Cake and liquid residuals will have different
metals and nutrient content and should be sampled separately to have an accurate
representation of all material distributed.
Please notify the Winston Salem Regional Office of the next planned application event so a
compliance inspection may be scheduled. Refer to the enclosed inspection report for
additional comments and observations. If you have any questions, please contact Caitlin

Inspection Summary:
Division of Water Resources staff Caitlin Caudle completed a review of the 2021 Residuals Annual Report. This review
reflected compliance with the subject permit. The following item of concern was noted:
A. Elizabeth City WTP produced both cake and liquid residuals. Staff recommend that in the future both cake and liquid
residuals be sampled at frequencies based on the volume produced per Attachment A Cake and liquid residuals will have
different metals and nutrient content and should be sampled separately to have an accurate representation of all material
distributed.
A routine compliance inspection will be scheduled this calendar year.
Additional information was requested on 4/22/2022 and provided on 4/27/2022.
Other observations:
• 1781.20 acres were utilized in the 2021 calendar year.
• 3,430.54 tons were applied or distributed in the 2021 calendar year.
• Eleven sources were utilized in the 2021 calendar year.
o Brunswick County Hood Creek WTP — 431.55 tons
▪ Required quarterly sampling. Sampled on 1/11, 4/18, 7/21, and 10/12.
▪ 578.9 acres were utilized.
• Applications occurred January to October in Brunswick and Pender Counties.
o City of Durham Brown WTP — 593.31 tons
▪ Required quarterly sampling. Sampled on 2/4, 5/13, 9/23, and 10/31. pH on 2/4, 5/13, and 9/23 were all below 6.
• 68.3 acres were utilized.
• Applications occurred in August and December in Person County.
o City of Graham Mebane WTP —144.14 tons
• Required annual sampling. Sampled on 2/4.
• 50.4 acres were utilized.
• Applications occurred in June in Alamance County.
o Tuckertown WTP — 261.35 tons
▪ Required annual sampling. Sampled on 2/2.
• 177.5 acres were utilized.
• Applications occurred in April, November, and December in Rowan and Stanly Counties.
o Pender County Utilities Pender County WTP — 70.71 tons
• Required annual sampling. Sampled on 9/1. pH was 5.
• 57.4 acres were utilized.
• Applications occurred in November and December Columbus County.
o Town of Pittsboro WTP — 93.35 tons
▪ Required annual sampling. Sampled on 3/15. pH was 5.1.
▪ SAR was reported as 0.0945, staff calculated SAR as 0.945.
• 133.1 acres were utilized.
• Applications occurred in April, July and August in Chatham County.
o Elizabeth City WTP — 771.15 tons
• Based on total dry tons, quarterly sampling was required. 366.33 tons of cake residuals were distributed to a single
individual. 404.83 tons of liquid residuals were applied. Cake residuals were sampled on 3/5, 6/7, 8/2, 9/20, and 11/21. Liquid
residuals were sampled 1/25, 6/7, and 9/20.
• PAN for cake residuals on 6/7 was reported as 779 mg/kg, staff calculated PAN as 736 mg/kg. PAN for cake residuals
on 8/2 was reported as 934 mg/kg, staff calculated PAN as 896 mg/kg. PAN for liquid residuals on 6/7 was reported as 4362
mg/kg. Staff calculations show PAN as 3646 mg/kg with a mineralization rate of 0.2.
• SAR for liquid residuals were reported as 0.0959, staff calculated SAR as 0.0563.
• Liquid residuals were applied in May, September, and October in Chowan and Pasquotank Counties. Cake residuals
were distributed March through December.
