Reason for Visit: Routine
Inspection Summary:
A routine compliance inspection was conducted at the Swansboro WWTF and disposal site on April 28, 2022. The
evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit
WQ0023261. The primary ORC, Mark Young, was present during the inspection and was very helpful providing assistance
throughout the inspection.
The facility consists of:
• 123,00 gallon EQ basin
• Mechanical cylindrical screen with screw conveyor, vortex grit chamber and manual bar screen
• Two 300,00 gallon oxidation ditches
• Two 22' clarifiers and one 32' clarifier
• Dual rotating cloth disk filters
• UV disinfection
• 4.28 MG 5-day upset pond
• Sludge digester and sludge holding tank (and currently unused sand filter drying beds)
• Disposal via four high -rate infiltration basins located off site
According to the monitoring reports, the plant has been treating an average of approximately 350,000gpd for the months of
January and February 2022, the permitted flow is 600,000gpd. Only one oxidation ditch was in operation at the time of
inspection and is handling all the current flows appropriately. The Operation and Maintenance logs, sampling data and
records are very well organized.
Two NOVs were issued in March and April 2021 for fecal and TSS which occurred during an upset event, otherwise
monitoring records generally show consistent compliance with permit limits.
The freeboard in the 5-day upset pond was compliant at the time of inspection, but the level was fairly high due to another
upset event which appears to be under control at this time. These springtime upset events could possibly be somewhat
correlated with seasonal temperature swings.
The facility is deemed compliant with the non -discharge permit WQ0023261.

Comment: This process involves the use of variable frequency drives to control the rotor brushes and DO
levels inside of the two 300,000 gallon oxidation ditches, with a sluice gate connecting the two.
Oxidation ditch #1 is only used in peak -flow events.

Comment: This process consists of two, dual rotating cloth disk filters with a timed/high-level automatic
backwash. These basins are cleaned using bleach when needed to help control algae growth.
The high water alarm in one of these units was tested during the inspection.
