Director Via Electronic Mail (bmetcalf@wsacc.org) NORTH CAROLINA Environmental Quality 5/2/2022 Ms. Beverly Metcalf Environmental, Health & Safety Compliance Manager Water & Sewer Authority of Cabarrus County 6400 Breezy Lane Concord, NC 28025 Subject: Pretreatment Review of Industrial User Pretreatment Permit Renewal Program: Water and Sewer Authority of Cabarrus County Treatment Facility: Rocky River Regional WWTP - NPDES #: NC0036269 Cabarrus County Dear Ms. Metcalf: The Municipal Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permits (IUP) renewals submitted by the Water & Sewer Authority of Cabarrus County for the following Significant Industrial Users (SIU). The IUP was received by the Division on 4/26/2022. The review indicates that the IUP is adequate to meet the minimum requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f)(1)(iii). The allocation table, maintained in the Division's database, has been updated accordingly. Regardless of this approval action today, within 180 days of the effective date of any reissued NPDES permit (or any subsequent NPDES permit modification) the Permittee would be required to submit to the Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or documentation of why one is not needed). This action may include revising, updating, or adding to the list of SIUs. Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control and document the discharge of wastewater from Significant / Categorical Industrial Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met. Thank you for your continued cooperation with the Pretreatment Program.
