The North Carolina Division of Water Resources conducted an inspection of the 224 Kirk Way on April 21, 2022.
This inspection was conducted to verify that the facility is operating in compliance with the conditions and
limitations specified in NPDES WW Permit No. NCG551228. A summary of the findings and comments noted
during the inspection are provided in the enclosed copy of the inspection report.
The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville
Regional Office. The following deficiency(s) was noted during the inspection:

Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law. To prevent further action, carefully review these deficiencies and address the causes of
non-compliance to prevent the recurrence of similar situations.

Stephanie Williams, with the Asheville Regional Office, conducted a Compliance Evaluation Inspection
of the single-family wastewater disposal system that services 224 Kirk Way. This inspection was
conducted to determine if the system is being operated and maintained in compliance with General
NPDES Permit No. NCG550000.
Prior to the inspection, Ms. Williams spoke with Sterling Cobb (owner) regarding the system. Ms.
Cobb stated that the system has never discharged, that chlorination and dechlorination tablets were
always kept in the tubes when the home was occupied, and that the septic tank has always been
pumped on a regular schedule. The tank was most recently pumped in November 2021. The home is
currently unoccupied and is listed for sale. When the home is sold the new owners will need to submit
a change of ownership form. Ms. Williams was unable to locate the discharge pipe during the
inspection.
The following deficiency was noted during the inspection:
1. Effluent Pipe: The effluent pipe could not be located.
