Avoidance is not demonstrated. EXTENSIVE EFFORTS AT AVOIDANCE AND MINIMIZATION HAVE BEEN MADE TOWARD THIS PROJECT. PLEASE FIND ATTACHED THE INITIAL, LOCALLY APPROVED PLANS WHICH DEMONSTRATE A SIGNIFICANT REDUCTION IN PROPOSED IMPACTS FOR THE PROJECT, PARTICULARLY TO TRIBUTARIES, AS INITIALLY PROVIDED FOR SUBMITTAL.
