8 PROJECT SUMMARY: The applicant proposes to construct an experimental oyster sill and
saltmarsh along the shoreline of the UNC Institute of Marine Science (IMS). Per the applicant
the objectives for the sill construction are to evaluate how the proposed changes to the coastal
landscape increase carbon sequestration, test whether a low- elevation oyster reef would grow
as rapidly as the previously permitted middle marsh reefs and restoration of the IMS armored
shoreline by planting 8,000 cord grass seedlings (Spartina alternaflora) by way of a dibbler.
Per the applicant this development would also provide additional ecosystem services for
UNCIMS. A total of 6,600 bushels of loose oyster shell would be utilized for the proposal.
9. Narrative description:
The applicant is proposing the placement of a 10'X 300' loose shell oyster sill within Bogue
Sound along the IMS shoreline A total of 6,000 bushels of oyster cultch would be utilized for
this project All reef materials used for construction would be ferried by small boats and
placed during high tide and dumped in the correct location. Once the sill material is in place it
would be shaped by use of hand rakes and would be marked with identifying posts [PVC
Markers (max. of 3/4" diameter)] The oyster shell sill would beat a depth of -.5' nlw to -1' nlw
depending on location. The top of the sill would be 1' above nhw, would have a top width of
5' and a base width of 10'. There is no high ground development associated with this proj ect
The proposed sill would be located between an existing fixed dock to the east and an existing
groin to the west There will be no structures or pilings, with the exception of PVC markers,
associated with these
The waters of Bogue Sound are classified as SA/HQW and are open to the taking of shellfish
Carteret County's Land Use Plan classifies this area as Public Institutional and Conservation
within the AEC. The substrate within these areas consists of sand and silt typical of intertidal
flats. There are SAV within the vicinity; however the applicant has agreed to place the sill a
distance of 4' to 12', depending on location, from the SAV.
10. Project description:
The applicant proposes the placement of an experimental 10' x 300' loose shell oyster sill
along the IMS shoreline located within Bogue Sound. The placement of the sill, per the
applicant, would evaluate how the proposed changes to the coastal landscape increase carbon
sequestration; test whether a low - elevation oyster reef would grow as rapidly as the previously
permitted middle marsh reefs and restoration of the IMS armored shoreline by planting 8,000
cord grass seedlings (Spartina alternaflora). The seedlings would be placed by way of a dibbler
and provide future ecosystem services for UNCIMS. The sill would be constructed of loose
oyster shell. The shell cultch would be obtained from Green Oyster Co. in Southport, NC and
stored onsite 300' landward of nhw until sill construction. The oyster sill footprint would be
located a maximum distance of 82' waterward from NHW. It would be also be located a

distance of 4' to 12', depending on location, waterward of existing SAV habitat and would be
at water depths of -.5' nlw to -1' nlw depending on location The sill would be 10' wide and
100' long and have three ten foot wide breaks to allow for public access behind the sill. The
breaks would be located on either side of the sill and one in the middle. The height of the sill
would be 1' above nhw, 5' wide at the top and a maximum of 10' at the base. The shell for the
sill would be transported to boats by a front end loader and then transported by the three
smaller boats to the sill location at high tide. The shell would then be dumped into place and
shaped by the use of hand rakes. There would be pole markers (3/4" pvc) along the sill to
designate its location. In order to utilize the spring recruiting season the applicant would like
to have the sill installed by June 2014. Per the applicant, the natural processes of oyster larval
settlement and growth should bind the cultch together and result in a living, "reef'. A total of
069 acres or 3,000 square feet of bottom disturbance would occur during the placement of the
sill. Following the sill construction, approximately 8,000 smooth cordgrass seedlings (Spartina
alternaflora) would be planted (via dibbler) from the base of the existing riprap along the
shoreline to a maximum distance of 8' /nlw /mlw. The density, size and survivorship of the
oysters would be assessed annually. Post construction surveys would also be performed along
the planted marsh area in order to help evaluate restoration success, carbon content etc. The
width of the water body within the Bogue Sound sill area is 2,300'. The sill would not
encroach within any navigable channels and would remain away from SAV habitat (4' -12'
depending on location) during placement The openings (3) would be marked with poles (3/4"
pvc) as a navigation aid to any boaters in these areas. It is also located between to longer
exiting structures (pier to the east and groin to the west). There is approximately 2.5' tidal
amplitude within this area of Bogue Sound and is subject to boat traffic throughout the year.
11. Anticipated Impacts:
The project areas measure approximately 10' x 300' for the proposed loose oyster sill
within Bogue Sound. The project has the potential to change the bottom habitat from
intertidal and subtidal shoals to oyster rock habitat. There are SAV's within the proposed
sill area; however, the sill would be located a distance of 4' to 12' (depending on location)
waterward of the SAV and should not cause any direct adverse impacts Through initial
discussion with the applicant, the sill location has the potential to promote SAV habitat
within the area. The project should cause minimal increases in turbidity during
construction however has the potential to cause future bottom disturbance from wave and
currents without substrate containment by mesh bags or equivalent materials. There should
be no hindrance to navigation due to the project being located within two longer structures
(pier to the east and groin to the west). The placement and monitoring of the project has
the potential to cause minimal impacts to the existing public uses. The sill should be
designed and constructed to prevent unreasonable and harmful obstruction to the alteration
of the natural flow of tidal water as a result of the proposal. The proposed breaks within
the sill would help achieve this result There is a potential, due to the wave action and boat

traffic, for dislodging of the loose oyster cultch The scattering of the oyster cultch could
result in additional filling of the shallow bottom habitat as well as SAV habitat.

We are applying for a CAMA permit on behalf of the University of North Carolina at
Chapel Hill to construct an experimental oyster sill and saltmarsh along the shoreline of the
Institute of Marine Sciences (IMS). The main objectives of the project include 1) evaluate how
these proposed changes to the coastal landscape increases carbon sequestration, 2) test whether a
low - elevation oyster sill will grow as rapidly as our other experimental reefs in middle marsh (11
cm/year vertical growth!) and 3) restore the IMS "armored" shoreline so that it is more natural
and provides additional ecosystem services. Project installation and subsequent monitoring will
involve many undergraduate and graduate students and we will communicate results to the
Division of Coastal Management.
Unfortunately, we underestimated the time it takes for a permit application to be
reviewed. Because we are using loose oyster shell to construct the sill, we are relying on natural
oyster larvae recruitment to bind that shell together and form the reef. This typically occurs in
June and we hope to be able to begin construction before the end of May 2014. In addition, our
grant expires at the end of June, 2014. We hope that you will be able to review this application
rapidly so that we will have time to incorporate any of your changes before the spring peak in
recruiting. We also invite you to visit the IMS shoreline during construction and/or after
completion.

Offsetting UNC's Carbon Emissions by Innovative Saltmarsh Restoration at the Institute
of Marine Sciences
A grant proposal funded by the UNC Energy Services Department Climate Action Program

The purpose of this project is mainly research The UNC at Chapel Hill has the goal of
achieving carbon neutrality We submitted a proposal that would add "blue carbon" to UNC's
portfolio by taking advantage of the shoreline behind the Institute of Marine Sciences (IMS,
Morehead City) We propose to convert the sandy- bottom nearshore area of IMS (Figure 1) into
a saltmarsh, which will be protected from waves and currents by an oyster -reef breakwater
constructed along its seaward edge Saltmarshes are "blue carbon" habitats that fix CO2 in
excess of respiration and bury carbon in sediments The rate of carbon burial in vegetated
coastal habitats, is disproportionately large, accounting for roughly 50% of the —250 Tg C yr'
buried throughout the entire ocean, while covering <0 5% of the seafloor Based on research
conducted by the project team, oyster reefs need to be exposed 8 -18 % of the time to maximize
growth potential This information will help locate the breakwater in an area where it can keep
up with any future rate of sea -level rise and provide the marsh with long -term protection against
erosion The project will pay dividends in carbon credits (0 1522 -0 7517 t CO2 yr'), provide a
suite of additional ecosystem services valued at $3,190 yr', and offer a unique educational
experience for 5 students who will participate in all aspects of the project Finally, the marsh will
be an enduring educational tool and a demonstration of UNC's broad vision in efforts to achieve
carbon neutrality
Approach
The project team owns considerable experience and expertise, having already
demonstrated the ability to build rapidly growing oyster reefs (including oyster sills) and
saltmarshes with their ongoing and previous research projects funded by NOAA, NC Sea Grant,
NC Division of Marine Fisheries, and NSF Once completed, this project has no associated
maintenance costs and project performance should increase through time as both the marsh
and oyster -reef sill continue to grow
Survey and Sample the area: We used a Trimble GPS, high resolution mapping system (0.005-
0 010 m horizontal and 0 01 -0 03 m vertical), to survey the southern shoreline and nearshore of
IMS including small areas covered with shoal grass (Figure 2) Prior to modifying the area, the
sandy substrate will be sampled in 20 locations and analyzed for grain size and carbon content
using a Cilas laser particle -size analyzer and a Perkin Elmer CHN elemental analyzer
(equipment available at IMS) In addition to generating baseline data, we will use the survey
maps to identify the best location for construction of the sill and this location will be marked with
PVC poles An area of natural shoal grass exists immediately landward of the proposed sill site,
which is not anticipated to be negatively affected by construction efforts or natal 49

annually as of October 2013, including above and below ground biomass, substrate grain size
and carbon content, and sedimentation rates using feldspar marker beds This is an
experiment, therefore, if the sill and marsh do not function as anticipated (e g a hurricane ruins
the sill, or the cultch shell is never colonized) that information is valuable and will be
communicated to DMF and the NCDCM
