Recent geotechnical evaluations have determined that the soils underlying the proposed wetland crossing contain more organic material than previously thought. Because of the poor soils, the engineer has determined that a wider base on which to build the road will be needed. This base will be as much as 14 feet below the water table and will require a temporary sheet pile to be placed parallel to the road. This will require a disturbance area that is approximately 20' wider than what was originally designed and authorized and will increase wetland impacts from 2.08 acres to 2.21 acres. This would also decrease the preservation area from 3.92 acres to 3.79 acres. No construction has occurred on site, no wetland impacts have taken place, and the preservation area has not yet been recorded. In order to mitigate for the additional 0.13 acre of high - quality wetland impacts (and subsequent loss of 0.13 acre of on -site preservation), the applicant proposes to buy an additional 0.40 acre of non - riparian wetland credits from the NE Cape Fear Umbrella Mitigation Bank. This is a 3:1 restoration to impact ratio. I have enclosed maps of the revised site design and preservation area for your review. Please contact me if you have any questions.
