Al I,
Attached is the georeferenced map for the RES Falcon Ridge site visit schedule for March 16 in
Randolph County. We plan to meet at 9:00 am in front of the covered storage structure at
35.783322,-79.859554. 1 also attached the draft prospectus since RIBITS seems to be having hiccups
today.
Sam Daily is the bank point of contact for this project if anyone has questions.
Thanks

Thanks Patrick. I'll distribute this to the IRT. Prior to the site visit, will you please send a
georeferenced PDF of the concept plan map? We'll also need meeting coordinates. We can
coordinate a meeting time closer to the 16th. Sam should be back by then and she will manage this
bank.
Thanks
Kim

General Summary
- Site visit was scheduled to discuss draft prospectus submitted February 23, 2022.
- RES provided an overview of the site, land use, and project constraints.
- Main concern with the site is the amount of work that will need to be done to control the privet. RES will modify reach
treatments to account for a more robust privet treatment protocol.
- Concern with accumulation of sediments in the old pond bottom located along PRl and wetlands W3, W4. RES will contract
a licensed soil scientist to investigate the original surface elevation to help aid in wetland and stream design potential
- Preservation wetlands on site will need planting and fescue treatment and treatment will be modified to enhancement.
- Existing culverts will be called out and crossings will be added/improved upstream of PR4-A, PR3, and PR2, outside of the
easement. These sections are necessary for access because there are no crossings, and these crossings would likely be designed
to be fords and or Riffle grade control structures to ensure reach stability. The existing culvert on PR8 will be removed.
- Easement boundary will be straightened where appropriate to make long-term stewardship easier.
- IRT members agreed that the Falcon Ridge Site is suitable to provide compensatory mitigation and final credit ratios will be
determined in the approved Mitigation Plan.
Reaches with no Treatment Change
Based on discussions in the field, the group agreed that the following reaches had the appropriate treatment/approach in the Prospectus.
RES understands that final design approaches and crediting rationale for all reaches must be fully justified in the mitigation plan.

- Erin Davis was concerned the drainage area for this reach was too small and hydrology will be lost when altering the bank.
- RES will explore this concern in design.
- IRT was concerned that portions of this reach will require an effort closer to restoration to address privet removal and bank
stabilization.
- RES will refine treatment ratios during the design phase and may even use a blended restoration/enhancement approach ratio
of 1.25:1.
- RES will adjust this reach from E3 to E2 to account for the amount of privet that is present.
PR4-B
- RES will adjust this reach from E3 to E2 to account for the amount of privet that is present.
PR1-E
- RES will modify a portion of this reach (-100 ft) to restoration and E1 from preservation to restore the impacts from the dam
removal and treat the privet in the buffer.
PR5-A
- RES will change this reach to restoration to account for the privet treatment and matching elevations with PR6.
- Improvements will also be made to the existing culvert outside of the easement to ensure easement stability.
PR6
- RES will change this reach to restoration.
- RES will expand the easement to capture all of the headwater wetlands (W 1) located above PR6
PR7-A2
- RES will change this reach to restoration to match elevations with restoration efforts up and downstream and remove fescue
from the stream bed, bank, and buffer.
Next Steps
- RES will make changes to Prospectus and send to USACE for distribution to IRT.
- USACE will begin Public Notice Process
