Please find attached the MY Credit Release letter for the KCI Yadkin 01 Umbrella Mitigation Bank - Hair Sheep
Site (SAW-2018-00712). As requested, 10% credit is being released for approved stream restoration and
enhancement activities, as well as wetland enhancement and creation activities that satisfy the third release
requirements pursuant to the Mitigation Banking Instrument (UMBI) entitled, " AGREEMENT TO ESTABLISH
THE KCI YADKIN O1 UMBRELLA MITIGATION BANK IN THE YADKIN RIVER BASIN WITHIN THE
STATE OF NORTH CAROLINA", approved May 26, 2020, the final Hair Sheep Mitigation Plan dated May 2,
2020 and the modification for wetland credit approved on October 6, 2021. In accordance with the plan and
modification, 335.10 cool stream mitigation units and 0.085 wetland mitigation units are now available for the Hair
Sheep Mitigation Site.

This correspondence is in reference to your January 31, 2022 request for the Monitoring
Year 1 (MY 1) credit release for the KCI Yadkin 01 Umbrella Mitigation Bank — Hair Sheep Site.
The Hair Sheep Site is located approximately 4.5 miles west of Mount Airy, North Carolina.
Specifically, the site is located off Haystack Road (SR 1480) with the project parcels split by I-
74. The center of the site is at approximately 3 6.4782,-80.7039 in the Dobson USGS
Quadrangle. Based on As -Built adjustments to credits, the 12.42-acre site project entails stream
restoration and enhancement generating 3,492 cool stream mitigation units (SMU's) and wetland
enhancement and creation generating 0.855 wetland mitigation units (WMU's) along Cooks
Creek and its tributaries, in the Upper Yadkin Watershed of the Upper Pee Dee River Basin
(03040101). The purpose of this letter is to confirm the MY 1 release of credits for this mitigation
site.
Pursuant to the Mitigation Banking Instrument (UMBI) entitled, "Agreement to Establish
the KCI Yadkin 01 Umbrella Mitigation Bank in the Yadkin River Basin Within the State of
North Carolina", approved May 26, 2020, the site -specific Hair Sheep Final Mitigation Plan
dated May 2, 2020 and the as -build modification approved October 6, 2021, ten percent (10%) of
the mitigation site's total stream and wetland restoration and enhancement credits shall be
available for sale immediately upon completion of all required tasks.
By copy of this correspondence, we confirm that you have satisfied the above
requirements for MYI release for all parcels within the bank; and 3 35. 10 SMU's and 0.085
WMU's, constituting 10% of the mitigation site's total stream and wetland restoration and
enhancement credits are now available for sale.
During the IRT review of the monitoring report, several comments were made by agency
representatives regarding concerns with MY1 conditions. These items are listed below and
should be addressed in future monitoring reports for tracking and IRT awareness:
NCDWR comments:
1. The conclusion section last sentence states MY2 veg monitoring will not take
place before June 1 st. However, to be in compliance with the 2016 IRT guidance
document, please note that veg monitoring should not occur prior to July 1 st.
2. DWR would have liked the flow gauges/cameras installed prior to June. Based on
the data presented, DWR still has T1-1 flagged as a potential reach of concern.
We recommend keeping on top of gauge/camera maintenance since evaluation of
2022 flow data will be important to avoid a discussion of a partial credit release
hold.
3. The T1 livestock encroachment area was not shown on the CCPV. Please callout
this 2021 encroachment/supplemental planting area in either a revised WI report
or the MY2 report.
4. For future reference, inclusion of BMP photos post -installation would be helpful
forreview.
USEPA comments:
5. Vegetation growth across the site appears excellent, however I am curious why
the report references the MY5 density threshold (260 stems/acre) rather than the
MY3 interim density threshold of 320 stems/acre.
