Following the City of Raleigh's notice a year ago of its decision to surrender its P-13623 preliminary permit, my company
was granted last month the FERC P-14521-NC Falls Lake Dam Preliminary Permit to pursue a license to develop and
operate a hydroelectric facility at this Corps dam. Based on work prepared on behalf of the City of Raleigh, my own
preliminary conversations with many of the recipients of this e-mail, and my understanding of the similarities with the
successful development of the P-11437-NC Jordan Dam project, I believe that an efficient process to obtain a FERC
license and conclude Corps 408 requirements will be to participate in the FERC Pilot 2-yr licensing process, for which the
deadline is May 5, 2014 for me to initiate consultation and obtain your feedback to submit with my request and a new
Notice of Intent/Pre-Application Document (NOI/PAD) to the FERC.
I would appreciate your indicating whether you or a representative of your agency would attend a meeting on April 24,
2014, that I would like to hold, subject to approval of the Corps, at the Falls Lake Dam Corps facilities. With your reply,
please provide a phone number at which I may reach you, and identify any other parties it would be appropriate for me
to engage at this time. It is my goal to retain for this meeting the design engineer who will be supporting the licensing
and construction of this project.

I had a successful meeting with Kelly Sackheim this morning from KC
Hydro. I have cc’d her on this email so that she has both of your email
addresses.
She and I toured the dam and intake tower and talked a lot about how we
operate and how the tower is designed. I believe her intent is to use
whatever research that the City of Raleigh had begun as a starting point for
a proposal from her company. I know that she met with NCWRC yesterday
and is very interested in requirements the Corps and State/USFWS would
have for any hydro addition to Falls Dam prior to any actual drawings or
plans put to paper. I feel quite certain we’ll hear more from her in the
future.
