Director Jones Estates Bay Country, LLC Attn: Jason Freed, Owner 2310 South Miami Blvd, Ste 238 Durham, NC 27703 NORTH CAROLINA Environmental Quality April 25, 2022 SUBJECT: Compliance Evaluation Inspection & Notice of Deficiency NOD #: NOD-2022-PC-0053 Crown Mobile Home Park Wastewater Treatment Plant NPDES Permit Number NC0055255 Guilford County Dear Mr. Freed: Mr. Ron Boone, of the NC Division of Water Resources (NCDWR), Winston-Salem Regional Office (WSRO), conducted a compliance evaluation inspection of the Crown mobile home park wastewater treatment plant, on March 23, 2022. Mr. Boone met with Hal Young, Operator in Responsible Charge (ORC), and Bradley Flynt, Backup ORC. Their assistance and cooperation was greatly appreciated. Inspection findings are detailed in the attached Water Compliance Inspection Report and summarized below. - The plant appears to be in good condition with minimal corrosion or other structural issues. - The mixed liquor appears healthy with no foul odors. - The effluent from the clarifiers appears clear with no pin floc and the weirs appear level. - The flow meter is due for calibration in June, 2022. - The effluent flow sampler is set up to pull constant time/constant volume samples. It must be set up to pull flow proportional samples. - The effluent appears clear with no detectable solids or foam, and no foul odor. The receiving stream looks good. - All reviewed documentation was compliant and all required documentation was readily available, complete, and current. Mr. Boone noted no other concerns, deficiencies, or violations. Please be aware that the Division may take enforcement action against any permittee who fails to comply with any requirement of their permit. Pursuant to NC General Statute (NCGS) 143-215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S. 143-215.1.
