SUBJECT: Compliance Evaluation Inspection & Notice of Deficiency
NOD #: NOD-2022-PC-0054
Sunrise Park Wastewater Treatment Plant
NPDES Permit Number NC0041483
Guilford County
Dear Mr. Davis:
Mr. Ron Boone, of the NC Division of Water Resources (NCDWR), Winston-Salem Regional
Office (WSRO), conducted a compliance evaluation inspection of the Sunrise Park wastewater
treatment plant, on March 24, 2022. Mr. Boone met with you and Glenn Price, Operator in
Responsible Charge (ORC). Your assistance and cooperation was greatly appreciated. Inspection
findings are detailed in the attached Water Compliance Inspection Report and summarized below.
- Although fully operational, the plant could use some additional repairs/maintenance.
- The filters walls are caving in and must be repaired/replaced as soon as possible.
- The filter media is very old and may soon be ready for replacement. The operators should
closely monitor its treatment efficiency.
- You should consider using some type of flow diffusers on the lateral line orifices. Currently,
when the pump turns on, the water sprays from each orifice in a single solids stream,
minimizing the filter surface area each orifice output actually makes contact with. Diffusers
would diffuse the spray of water much better and allow more filter surface area to be used.
This is a form of short-circuiting, and is one reason the flow ponds on the top of the filter in
specific areas.
- The UV disinfection appears to be working properly and in good condition. There are a few
extra bulbs available on site. The operator can use chlorination/dechlorination tablets as a
backup disinfection system.
- The effluent appears clear with no solids, foam, or foul odor. The receiving stream looks good.
The operator uses the park's water meter to estimate wastewater plant effluent flow.
- Septic tanks are pumped on an as -needed basis.
All reviewed documentation was compliant and all required documentation was readily
available, complete, and current.
Mr. Boone noted no other concerns, deficiencies, or violations.

Comment: Filter walls are caving in and must be repaired/replaced. Filter media appears very old
and may need replacement. These are repeat findings from the previous inspection of
2018. The filter would probably be even more efficient if the flow was better diffused
across the surface area of the filter. It currently sprays out in solid streams from each
orifice in the lateral pipes so the contact area on the filter surface for each orifice is
minimal. It could be made much better with diffusers of some type.
