Dear Mr. Kane:
Mr. Ron Boone, of the NC Division of Water Resources (NCDWR), Winston-Salem Regional
Office (WSRO), conducted a compliance evaluation inspection of the Cranbrook Village
Community wastewater treatment plant, on March 16, 2022. Mr. Boone met with Paul Smith,
Operator in Responsible Charge, along with Kevin Davidson, with Agri -Waste Technologies, Inc.,
and Steve Barry, with AQWA, Inc. Their assistance and cooperation were greatly appreciated.
Inspection findings are detailed in the attached Water Compliance Inspection Report and
summarized below.
The existing activated sludge package plant is being replaced with an Orenco Advantex Ax-Max
treatment system. The new system is nearly complete and will soon be placed in operation. The
old plant will be demolished and removed. The plant classification will be downgraded from a
class II plant to a class I plant once it is placed in operation. Mr. Boone noted no issues, deficiencies,
or violations during the inspection.
Documentation is complete and compliant. Please note that all operational documentation must be
kept by the permittee for a period of three years and all analytical documentation must be kept by
the permittee for 5 years. It is therefore your responsibility to acquire from the operators, labs, and
anyone else who holds such documentation, on your behalf, and maintain all such documentation
in your own files. Failure to do so is a violation of the permit.
Please be aware that the Division may take enforcement action against any permittee who fails to
comply with any requirement of their permit. Pursuant to NC General Statute (NCGS) 143-215.6A,
a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against
any person who violates or fails to act in accordance with the terms, conditions, or requirements
of any permit issued pursuant to G.S. 143-215.1.

Ron Boone, of the NC Division of Water Resources (DWR), Winston-Salem Regional Office, met with
Paul Smith, Operator in Responsible Charge, Kevin Davidson, with Agri -Waste Technology, Inc, and
Steve Barry, with Aqwa, Inc, on 3/16/2022, to perform a compliance evaluation inspection of the
Cranbrook wastewater treatment plant. Below is a summary of the inspection findings.
The old activated sludge package plant is still in operation but is being replaced with an Orenco
AdvanTex AX-Max Treatment System. The new system is nearly complete and consists of five step
collection tanks, which are part of the wastewater collection system and have capacities of 3.5K
gallons, 3.5K gallons, 3.5K gallons, 5K gallons, and 10K gallons. These five tanks collect waste from
homes and hold for pumping to the next two tanks at the treatment facility. The first tank at the
treatment facility is a 25K gallon tank that acts as the primary tank, and the second tank at the
treatment facility is a 10K gallon equalization tank, from which the untreated water is pumped into the
Ax-Max treatment units. Some of the water treated in the Ax-Max units is recirculated through the
primary and equalization tanks for retreatment. Treated effluent is disinfected via UV. Installation of
the system is nearly complete as of the date of the inspection.
Mr. Boone noted no concerns with the new treatment system. The new system wil be downgraded to
a class I treatment facility once the old plant is demolished and the new system placed in operation.
Documentation reviewed during the inspection was complete and compliant. Mr. Boone noted no
deficiencies or violations.

Comment: Plant uses an in -line meter with totalizer which will have to be removed for calibration
annually. A secondary meter may be required for continuous flow monitoring while one
meter is out for calibration. Unsure how owners will address this issue.
