Subject:
Pretreatment Review of Industrial User Pretreatment Permit Renewal
Program: Town of Boone
Treatment Facility: Jimmy Smith WWTP - NPDES #: NC0020621
Watauga County
Dear Ms. Reece:
The Municipal Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment
Permit (IUP) renewal submitted by the Town of Boone (NC0020621) for the following Significant
Industrial User (SIU). The IUP was received by the Division on 11/19/2021 but it was lost; a repeat
submission was received by the division on 3/20/2022.
SIU #
0004
SIU NAME
Charleston Forge
The review indicates that the IUP is adequate and meets the minimum requirements of 15A NCAC 2H
.0905 and .0916 and 40 CFR 403.8(f)(1)(iii). The allocation table, maintained in the Division's database,
has been updated accordingly.
Regardless of this approval action today, within 180 days of the effective date of any reissued NPDES
permit (or any subsequent NPDES permit modification) the Permittee would be required to submit to the
Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or
documentation of why one is not needed). This action may include revising, updating or adding to the list
of Significant Industrial Users (SIU's).
Federal and State pretreatment regulations require the local delegated pretreatment program to effectively
control and document the discharge of wastewater from Significant/Categorical Industrial Users to the
POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
