Yes No Permit Type: USACE (anticipated) Project Description: NCDOT’s Division 7 proposes to replace Bridge No. 267 on Coble Church Road (SR 3336) over Climax Creek in Guilford County. Bridge No. 267 was built in 1929 and has been chosen to be replaced. The existing cross-section consists of two travel lanes with no shoulders. The proposed cross-section is to consist of two 11-foot travel lanes with 6-foot shoulders, 4 feet of which is to be paved. Bridge No. 267 is to be replaced on existing alignment with an off-site detour. Existing ROW is depicted as 60 feet. Although a Study Area has been developed, discussions have led to an Area of Potential Effects (APE) being generated in order to facilitate environmental planning purposes at this stage. The APE is centered on the bridge location and measures about 150 feet off centerline and 500 feet from either end of the bridge, encompassing about 6.56 acres, inclusive of the existing roadway and any modern development. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: This project was accepted on Wednesday, February 6, 2019. A map review and site file search at the Office of State Archaeology (OSA) was conducted on Wednesday, January 30, 2019. No archaeological surveys have been conducted at this particular bridge location and no archaeological sites have been recorded within one (1) mile of the proposed project. Digital copies of HPO’s maps (Climax Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Friday, February 15, 2019. There are no known historic architectural resources located within or adjacent to the APE for which intact archaeological deposits would be anticipated within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: This is a State-funded project for which a Federal permit is anticipated. Permanent/temporary easements should not be necessary; however, the need for additional ROW was not conveyed as part of the request. Nevertheless, the size and shape of the APE have been drawn in a way to capture any possible ground- disturbing activities associated with this project beyond NCDOT’s existing ROW. At this time, we are in compliance with NC GS 121-12a, since there are no eligible (i.e. National Register-listed) archaeological resources located within the project’s APE that would require our attention. Based on the description of Project Tracking No.: “No ARCHAEOLOGY SURVEY REQUIRED” form for Minor Transportation Projects as Qualified in the 2007/2015 Programmatic Agreement. 2 of 3 19-01-0022 the proposed project, activities may take place beyond the NCDOT’s existing ROW. From an environmental perspective, the APE falls within a rather rural/ agricultural setting and is composed primarily of one (1) soil type (Chewacla sandy loam [Ch]), the somewhat poorly drained quality of which would not be considered favorable for intact archaeological resources to be present. Moreover, a portion of the APE is composed of a man-made farm pond. In the vicinity, the Office of State Archaeology (OSA) has reviewed a few projects for environmental compliance, including a solar farm (CH 12-1190), a sewer line (ER 91-8016/GS 91-0041), and a wetland mitigation location (ER 16-1389). Although a survey was recommended and conducted for the proposed sewer line, such a survey was recommended based on the sheer length of the project (i.e. 30.5 miles). That survey recorded or re-visited 11 archaeological sites, including 4 mill sites and 7 prehistoric sites. There is no historic indication of a mill site near this crossing of Climax Creek. In addition, all the prehistoric sites were located within a well- drained upland setting overlooking a water source, the field conditions for which do not correspond with what is present within the APE for Bridge No. 267. Within five (5) miles of the APE, NCDOT’s Archaeology Group has reviewed at least twenty (20) transportation-related projects for environmental compliance under the Programmatic Agreement (PA) with the State Historic Preservation Office (NC- HPO), none of which is within one (1) mile of the proposed project. An archaeological survey was recommended and conducted for only four (4) of these projects (PAs 13-04-0032, 14-09-0008, 14-12- 0012, and 15-02-0047) based on the presence of favorable soil conditions and landforms. However, no archaeological sites were documented as a result of those surveys. Based on the information above (soil conditions and previous review/survey work), there is a low probability for significant prehistoric and/or historic archaeological materials to be present. Therefore, it is believed that the current APE, as depicted, is unlikely to contain intact and significant archaeological resources. No archaeological survey is required for this project. If design plans change or are made available prior to construction, then additional consultation regarding archaeology will be required. At this time, no further archaeological work is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for “unanticipated discoveries,” to include notification of NCDOT’s Archaeology Group.
