Henson, Environment Chemist I�,►�n�`' ta"c'0 Fayetteville Regional Office SUBJECT: Minor NPDES Permit Renewal Richmond County WTP Permit No. NC0081281 Richmond County Please find below regional comments for the subject minor permit renewal. Some changes have occurred since the last permit renewal and they are noted as follows: an addition of 2 — US Filter Spyrocones, which are Hi -Rate Up Flow Units capable of 3.5 MGD each, and a 3 MG settled water storage tank was added to aid in storage of this process. These units are specifically designed to provide cooling water to the new CP&L power plant in Richmond County. The sludge processing has remained the same. The wastewater produced at this facility is sludge from the settling basins and filter backwash water. The wastewater is pumped into two (2) sludge holding basins (one @126,500 gallons and one @ 140,000 gallons). The solids settle to the bottom and the clear water on top is discharged to the receiving stream. The sludge accumulated in the bottom of the holding basins are pumped to the belt filter press. Sludge is processed through the filter belt press where polymers are added and the sludge cake is loaded into 20 yard roll of dumpsters and disposed of at the Uwharrie Environmental landfill in Montgomery County. A rating sheet is included in this staff report since the previous one did not include it. Compliance data reviewed for the period July 2001 through July 2003 did not reveal any violations. Based on the last NPDES Compliance Inspection there are no outstanding repairs or modifications of the treatment works that are necessary at this time. No special condition, limitations or monitoring is suggested at this time. Based on the above the Fayetteville Regional Office recommends reissuance in keeping with current basin wide strategy. Definitions Activated Sludge - shall mean a biological wastewater. treatment process in which predominantly - biodegradable polluntants in wastewater are absorbed, or adsorbed by living aerobic organisms and bacteria. • Chemical Process - shall mean a wastewater pollution control system process. consisting exclusively of the addition of chemicals to treat wastewater. Collection System - shall mean a continuous connections of pipelines, conduits, pumping stations, and other related constructions used to conduct wastewater to the water pollution control system. Electrodialysis System - shall mean a system utlizing a selective separation of dissolved solids process that is based on electrical charge and diffusion through a semipermeable membrane. L Physical Process - shall mean any water pollution control system process consisting of electrodialysis, adsorption, absorption, air stripping, gravimetric sedimentation, floation, and filtration as a means of treatment Reverse Osmosis System- shall mean a system which utilizes solutions and semipermable membranes to separate and treat wastewater. Ultrafiltration System - shall mean a system which utilizes a membrane filter to remove pollutants from wastewater. Water Pollution Control System - shall mean any system for the collection, treatment, or disposal of wastewater and is classified under the provision of G.S. 90A-37. We have added 2 — US Filter Spyrocones, which are Hi -Rate Up Flow Units capable of 3.5 MGD each. These are used for industrial process water with the capability of bypassing to the current drinking water treatment plant at a rate of 3 MGD in case of an emergency. A 3 MG settled water storage. tank was added to aid in storage of this process. The sludge thickening tanks', belt filter press, generator and discharge systems were not changed or modified during this upgrade. We process our sludge in the same manner as we have in the past. It is processed on a belt filter press to a dry cake and then the cake is loaded into 20-yard roll -off dumpsters. It is then carried to an environmental landfill to be disposed of.
