Subject: Stormwater Permitting Requirements
Dear Mr. Pressley;
John E. Skvarla, III
Secretary
You are receiving this letter because the City has been identified as being located within an
urbanized area according to the 2010 Census and therefore the City's municipal separate storm sewer system
(MS4) is subject to the Clean Water Act's stormwater permitting requirements.
Stormwater discharges are a significant contributor to local water quality impairments as high levels
of sediment, oil, toxics and other pollutants flow from impervious surfaces into waterways. In 1987,
Congress established a phased approach to regulating stormwater discharges from municipal storm sewer
systems. The largest municipalities were regulated first, followed by smaller municipalities located in
urbanized areas as defined by the most recent US Census. The most recent Census shows that all or part of
the City is located within an urbanized area.
EPA requires local governments with populations over 10,000 that own or operate a MS4 within an
urban area, as defined by the most recent US Census, to submit an application for a Phase II Stormwater
Discharge Permit. Please submit the application, a narrative that describes the City's proposed Stormwater
Management Plan, and the $860.00 application fee no later than June 1, 2015, to:

Once you receive your permit you will have 12 months to develop a public education program and
18 months to develop a post -construction program. It is expected that by the end of the first five-year permit
term, the remainder the permit requirements will be fully developed and implemented.
