Sue, Yes, upon receipt of the permit for the channel from ESB-2 to the stream (which we have designated "Swale 7") we issued a plan revision to the Contractor and asked for pricing from them to do the work. This was a frustrating process as the Contractor kept delaying a proposal for the work, until finally, around the close of the year they stated they would not perform the work at all as they deemed it "too risky". We inquired and pushed into their concerns and even offered them a dialogue with your office since the request originated with DEQ. We were unable to make much progress and so we were going to include this work in the next grading design package that is currently underway. About 6-8 weeks ago however there was a change in the Contractor's management and so we brought back up the issue of Swale 7. Thankfully the new project manager did not share the same concerns and did provide a price to undertake this work in accordance with the permit revision. That work was included in a very large Change Order which included, the dewatering of the pond and backfill, along with grading revisions to what will become the Boom site. That Change Order was agreed to in principle at the Airports Authority Board Meeting yesterday, and the goal is to get it executed by the end of this week and commence construction as early as Monday, May 2na We will prioritize the installation of Swale 7 as soon as this work begins and let you know when it is completed. During that site visit I requested an update on the project that was proposed in June 2021 to reconstruct the channel from ESB-2 to the stream in order to address concerns of erosion and degradation within the channel which posed a risk to downstream waters. I realize that I had been under the assumption that the airport would commence this work upon receipt of all applicable permits, however I discovered that the work has yet to commence. The outlet channel continues to erode and threaten downstream water quality. Please provide an updated of the proposed schedule for this work to commence and expected completion date. Thank you. We wanted to let DEQ know that due to some recent storms and the culmination of the size of the site and coming out of the winter months, we did have some sediment leave the Northwest Development Site at the PTI airport in two locations. One is the small wetland that existed within the old golf course, and the other is the stream head in the area. As Kimberly noted, she will be inspecting the site this Wednesday, and the Contactor has already begun removing sediment with non -mechanical means. Additionally, and most importantly, we believe we were able to isolate the issues that allowed the discharge of sediment which seems to be from the following areas: 1. Sediment got through the silt fence around the wetland just due to an accumulation and inability to be able to get the disturbed area stabilized over the winter. The Contractor has already manually removed the sediment in this wetland area, installed a diversion dike to protect it, and is moving forward quickly on stabilizing the area above the wetland. 2. Sediment appears to have entered the stream through an old sediment basin that was being removed as part of this job. The replacement basin(s) have been installed and are functioning correctly, however the Contractor has failed to fully divert all runoff away from the basin being removed as they slowly fill in said basin. We are pushing the contractor to prioritize this area to match the plans ASAP and feel that will eliminate any future loss of sediment in this area. 3. Lastly, our downstream swale connecting to the stream buffer has just accumulated sediment through the winter and is being cleaned to ensure it does not contribute and sediment loss moving forward. Please let us know if you have any additional concerns, or want to visit the site or weigh in on the cleanup methods currently being instilled. With the weather coming into our favor we should be able to start getting large portions of the site stabilized as we complete grading operations in certain areas. Thank you! Good afternoon Kimberly and Zac, We wanted to make you aware that unfortunately after our most recent site inspection we have noticed some sedimentation getting past our erosion control perimeter features in two locations. 4 This is for the Northwest Development — Phase 3 Site (Permit No. GUILF-2021-025). The two locations are the small interior wetland and the stream down from Swale 3. We were wondering if you would like to come out to the site and take a look or if we should immediately begin removing the sedimentation with non -mechanical means? Most importantly we believe we understand why this has occurred and the contractor is already in the process of making improvements to the site features to keep this from re -occurring. Also coming out of winter, we are going to be able to start permanently stabilizing areas soon as well to further improve the situation. Please let us know how best we should proceed. Thank you!
