Dear Permittee:

In four letters dated April 11, 2022, you were notified of multiple flow limit exceedance violations for the months
August 2021, September 2021, October 2021, and December 2021. In an email and phone call from Tina Pedley on
April 22, 2022, she informed this office that the subject permit only has a monthly average flow limit, not a daily limit.
This office verified the permit did not include a daily flow limit and did include a monthly average limit. This office
found that the permit limit information was incorrect in the software that generates permit violations. Therefore,
Pilgrim’s Pride – Sanford WWTF incurred no limit violations during the monitoring period reviewed. The software has
now been corrected and the invalid flow limit violations will no longer be generated.

After communicating with Tina Pedley and reviewing submitted monitoring reports for calendar year 2021, this office
has determined that the subject facility is not in violation of the self-monitoring requirement of its non-discharge permit,
and the three NOD letters and one NOV letter dated April 11, 2022, against permit WQ0014565 are hereby rescinded.

We appreciate Tina Pedley for calling and emailing about the facility’s monitoring requirements and have updated our
